RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO JOHNSTON G.P., INC D/B/A JCT SOLUTIONS, TO INSTALL NEW ELECTRONIC NETWORK EQUIPMENT, SECURITY EQUIPMENT AND ASSOCIATED CABLING FOR THE ARBITRATION ROOM AT THE PASSAIC COUNTY COURTHOUSE IN THE CITY OF PATERSON, PURSUANT TO N.J.S.A. 40A:11-10.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the County desires to install new electronic network equipment, security equipment, and associated cabling as part of the renovation of the Arbitration room at the Passaic County Courthouse located at 77 Hamilton Street in the City of Paterson; and
WHEREAS, pursuant to N.J.S.A. 40A:11-10, the governing bodies of two or more contracting units may provide by a joint agreement for the provision of the performance of goods and services to be used by their respective jurisdictions; and
WHEREAS, the County is a member of the Union County Cooperative Pricing System, which awarded a contract for Electronic Network Equipment, Security and Cabling (Rebid), Contract #8-UCCP 23-2021 to Johnston G.P., Inc. d/b/a JCT Solutions, to provide electronic network equipment, security, and cabling to members of the cooperative; and
WHEREAS, Johnston G.P., Inc. d/b/a JCT Solutions, provided a quote to the Acting County Engineer, to install new electronic network equipment, security equipment, and associated cabling as part of the renovation of the arbitration room at the Passaic County Courthouse, in an amount not to exceed forty-one thousand seven hundred thirty-seven dollars and twenty-three cents ($41,737.23) attached to and made part of this resolution, which is being recommended for approval by the Acting County Engineer; and
WHEREAS, funds are available in Account No. C-04-55-182-002-903, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the July 30, 2025 meeting of the Public Works Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, the Board of County Commissioners of the County of Passaic is authorizing an award of contract to Johnston G.P., Inc. d/b/a JCT Solutions, to install new electronic network equipment, security equipment, and associated cabling as part of the renovation of the arbitration room at the Passaic County Courthouse, in an amount not to exceed forty-one thousand seven hundred thirty-seven dollars and twenty-three cents ($41,737.23), as recommended by the Acting County Engineer.
LET IT BE FURTHER RESOLVED, that the Director of the Board of County Commissioners, the Clerk to the Board, County Counsel, and Purchasing Agent are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
