RESOLUTION AUTHORIZING THE DIRECTOR OF THE DEPARTMENT OF CULTURAL & HISTORIC AFFAIRS TO ACCEPT A GRANT UNDER THE STEWARDSHIP GRANT FROM THE NEW JERSEY DEPARTMENT OF ENVIRONMENTAL PROTECTION, GREEN ACRES PROGRAM, FOR THE LAMBERT CASTLE HISTORIC LANDSCAPE RESTORATION PHASE I PROJECT NUMBER 1600-21-064, PURSUANT TO N.J.S.A. 40A:20-1, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the New Jersey Department of Environmental Protection, Green Acres Program (“State”), provides loans and/or grants to municipal and county governments and grants to nonprofit organizations for assistance in the acquisition and development of lands for outdoor recreation and conservation purposes; and
WHEREAS, the County has previously obtained a Green Acres grant of five hundred thousand dollars ($500,000.00) for the Lambert Castle Historic Landscape Restoration Phase I (“Project”), Project Number 1600-21-064; and
WHEREAS, the County has been informed by the State that it is eligible to accept additional grant funds in the amount of one million five hundred twenty-five thousand dollars ($1,525,000.00) from the State to fund the Project; and
WHEREAS, the State and the County of Passaic intend to increase Green Acres funding by one million five hundred twenty-five thousand dollars ($1,525,000.00) to increase Green Acres funding to a total of two million twenty-five thousand dollars ($2,025,000.00); and
WHEREAS, the County is required to provide a monetary totaling six hundred seventy-five thousand twenty dollars ($675,020.00) as required by the State; and
WHEREAS, this matter was discussed on August 7, 2025 by the Public Works Committee, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, that the Board of County Commissioners of the County of Passaic hereby authorizes the following:
1. Kelly C. Ruffel, the Director of the Department of Cultural & Historic Affairs of the County of Passaic, is hereby authorized to execute an agreement and any amendment(s) thereto with the State known as Lambert Castle Historic Landscape Restoration Phase I, Project Number 1600-21-064
2. The applicant agrees to provide its matching share to the Green Acres funding, if a match is required, in the amount of six hundred seventy-five thousand twenty dollars ($675,020.00).
3. The applicant agrees to comply with all applicable federal, state, and local laws, rules, and regulations in its performance of the project.
4. This resolution shall take effect immediately.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of Cultural & Historic Affairs, and the Director of the Board are authorized to take any other steps necessary to carry out the purpose of this resolution.
