RESOLUTION TO ACCEPT THE RECOMMENDATIONS OF THE RFP REVIEW COMMITTEE AND AWARD $1,000,000.00 TO NEW JERSEY COMMUNITY DEVELOPMENT CORPORATION (NJCDC) FOR HOUSING FOR INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES AND $913,744.00 TO EVA’S VILLAGE FOR TRANSITIONAL HOUSING PROJECT FOR FAMILIES IN PASSAIC COUNTY.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40A:11-4.1(b) specifically authorizes the County to utilize competitive contracting to procure services related to the administration of social services programs, under which this program falls; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution No. R-25-633, dated July 15, 2025, authorizing the Department to initiate the RFP process for rehabilitation/redevelopment of existing social service program properties to support special needs populations including individuals and families experiencing and at risk of homelessness and individuals with developmental disabilities and their families, pursuant to N.J.S.A. 40A:11-4.1(b)(2); and
WHEREAS, on August 15, 2025, the Purchasing Agent unsealed responses to RFP-25-024; and
WHEREAS, in accordance with the law, a Review Committee convened to review the responses to RFP-25-024, and recommended an award of contract to the following approved vendors for a term commencing on August 12, 2025, to December 15, 2025; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for proposals is a fair and open process, specifically, the request for proposals for the projects under RFP-25-024 are publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, the Committee recommends awarding $1,000,000.00 to New Jersey Community Development Corporation (NJCDC) for Housing Project for individuals with Developmental Disabilities and $913,744.00 to Eva’s Village for Transitional Housing Project for families in Passaic County; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendors executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendors are not involved in prohibited activities in Russia and Belarus, and the County confirmed vendors are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account No. G-01-41-917-021-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s); and
WHEREAS, the total amount of expenditure is $1,913,744.00, with a contract period from August 12, 2025, to December 15, 2025; and
WHEREAS, this matter was discussed at the August 5, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) is authorizing contract awards to the following approved vendors listed above totaling $1,913,744.00.00 for a term commencing August 12, 2025, to December 15, 2025; and
LET IT BE FURTHER RESOLVED, the Clerk to the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service, and amount of the contracts to the approved vendors as stated herein and maintain a copy of the Resolution on file and available for public inspection in the Office of the Clerk to the Board; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, and County Counsel are authorized to take any other steps necessary to carry out the purpose of this Resolution.
