RESOLUTION DESIGNATING MAEVE MCGINLEY AS THE COUNTY’S CUSTODIAN OF RECORDS, PURSUANT TO N.J.S.A. 47:1A-1, ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, under the Open Public Records Act (“OPRA”), codified at N.J.S.A. 47:1A-1, et seq., the Board is required to officially designate by formal action a Custodian of Records, who shall be responsible for ensuring the County’s compliance with OPRA; and
WHEREAS, the County’s previously designated Custodian of Records, Marc Seemon, recently stepped down from his position with the County, leaving the position vacant; and
WHEREAS, the County Administrator is recommending that Maeve McGinley, Assistant County Administrator, be officially designated as the County’s Custodian of Records; and
WHEREAS, this matter was discussed at the August 27, 2025 Administration and Finance Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 47:1A-1, et seq., the Board of County Commissioners of the County of Passaic hereby designates Maeve McGinley, Assistant County Administrator, as the County’s Custodian of Records for purposes of the Open Public Records Act.
LET IT BE FURTHER RESOLVED, that the County Administrator, Assistant County Administrator, County Counsel, Clerk to the Board, and Director of the Board are authorized to take all necessary action to carry out the purpose of this Resolution.
