RESOLUTION RESCINDING RESOLUTION NO. R-25-705 AND AUTHORIZING THE COUNTY’S ACCEPTANCE OF A LEAP IMPLEMENTATION GRANT FROM THE NEW JERSEY DEPARTMENT OF COMMUNITY AFFAIRS, DIVISION OF LOCAL GOVERNMENT SERVICES, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the State of New Jersey has appropriated $6 million dollars for Implementation, Challenge, and County Shared Services Coordinator Grants to assist local units with the study, development, and implementation of new shared and regional services; and
WHEREAS, the New Jersey Department of Community Affairs, Division of Local Government Services (“DLGS”) is tasked with administering these grant funds through the Local Efficiency Achievement Program (“LEAP”); and
WHEREAS, LEAP Implementation Grants exist to support costs associated with shared services implementation to ensure meaningful efficiency generating initiatives are not hindered by short term transitional expenses; and
WHEREAS, as authorized by the Board in Resolution No. R-24-1178, adopted on December 30, 2025, the County and several municipalities, including the Boroughs of Bloomingdale, Haledon, Hawthorne, Ringwood, and Totowa, submitted an application for a LEAP Implementation Grant from the DLGS, to help cover implementation costs associated with the provision of fiber optics internet service at various municipal facilities within participating municipalities; and
WHEREAS, the County has been advised that in response to the above-described application, DLGS has awarded a LEAP Implementation Grant in the amount of two hundred thousand dollars ($200,000.00), which the County desires to accept; and
WHEREAS, this matter was discussed by the Administration and Finance Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, that the Board of County Commissioners of the County of Passaic authorizes the County of Passaic to accept a LEAP Implementation Grant in the amount of two hundred thousand dollars ($200,000.00), to support a shared services agreement between the County and the Boroughs of Bloomingdale, Haledon, Hawthorne, Ringwood, and Totowa (as well as any other municipalities that may henceforth elect to participate in such shared services agreement) for the provision of fiber optics internet service at various municipal facilities within participating municipalities
LET IT BE FURTHER RESOLVED, that Resolution No. R-25-705, adopted by the Board on August 12, 2025, is hereby rescinded.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, County Administrator, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
