RESOLUTION AUTHORIZING THE PASSAIC COUNTY PARATRANSIT DIVISION TO HOLD A VIRTUAL/PUBLIC FORUM ON OCTOBER 15, 2025, FOR THE PURPOSE OF SOLICITING AND RECEIVING COMMENTS OR SUGGESTIONS ON THE 2026 SENIOR CITIZEN AND DISABLED RESIDENTS’ TRANSPORTATION ASSISTANCE PROGRAM, PURSUANT TO 49 U.S.C SEC.5310, ET,SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the County, through its Department of Senior Services (hereafter “Department”), provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and
WHEREAS, the Department operates the Passaic County Para-Transit System, providing transportation for the County’s senior citizens and disabled residents in need of transportation services; and
WHEREAS, the Passaic County Paratransit Division will hold a public forum for the purpose of soliciting and receiving comments or suggestions from the public on the ridership, quality of service, possible modifications and general concerns regarding the transportation that is offered to our residents through the 2026 Senior Citizen and Disabled Residents Transportation Assistance Program (2026 SCDRTAP) on October 15, 2025; and
WHEREAS, the hearing is meant to give the target population a chance to have their voices and concerns heard on a larger scale in order to meet the needs and ultimately deliver essential and a more personalized transportation service that will meet the needs of Passaic County elderly residents; and
WHEREAS, pursuant to N.J.S.A. 10:4-6, the notice for such public hearing must be published in at least two (2) newspapers circulating in the County and transmitted at least thirty (30) days in advance of such hearing to all municipal clerks within the County and to New Jersey Transit; and
WHEREAS, this matter was discussed at the September 2, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to 49 U.S.C. SEC.5310, et. seq., the Board of County Commissioners of the County of Passaic (hereafter “County”) is authorized to hold a virtual/public forum for the purpose of soliciting and receiving comments on the 2026 Senior Citizen and Disabled Residents Transportation Assistance Program on October 15, 2025.
LET IT BE FURTHER RESOLVED, pursuant to N.J.S.A. 10:4-6, the Clerk to the Board is hereby authorized to publish the necessary notices for the hearing to be conducted on October 15, 2025 and transmit at least 30 days in advance of such hearing to all municipal clerks within Passaic County and to New Jersey Transit, in accordance with the law.
