WHEREAS, the Board of County Commissioners of the County of Passaic (hereafter “Board”) created an Open Space, Farmland and Historic Preservation Trust Fund Program (hereafter “Program”) in conformity with the will of the voters in the 1996 election, as authorized by N.J.S.A. 40:12-15.2; and

WHEREAS, the purpose and goals of the above is to achieve, in partnership with others, a system of interconnected open spaces, whose protection will preserve and enhance New Jersey’s natural environment and its historic, scenic, and recreational resources for public use and enjoyment; and

WHEREAS, pursuant to the mandates of the Program, the said Board did approve and appoint an Open Space, Farmland and Historic Preservation Trust Fund Advisory Committee (hereafter “the Committee”) to study the open space issue and make recommendations concerning the distribution of funds to worthy applicants; and

WHEREAS, the Township of West Milford has unexpended funds in the amount of fifteen thousand five hundred fifty-six and fifty-nine ($15,556.59) dollars from a 2017 Bubbling Springs ADA Parking and Seating (Athletic Fields) Grant at Bubbling Springs Park; and

WHEREAS, the cost of the project exceeded estimates and funding available for this project and was not adequate for the award of contract; and

WHEREAS, the ADA parking and seating (athletic fields) at Bubbling Springs Park would only serve a field at Bubbling Springs; and

WHEREAS, the construction of an outdoor volleyball court would be used by the public, as well as campers attending Bubbling Springs Day Camp; and

WHEREAS, the Township of West Milford would like to reallocate the remaining fifteen thousand five hundred fifty-six and fifty-nine ($15,556.59) dollars from the construction of ADA parking and seating at Bubbling Springs Park to an outdoor volleyball court located at 1468 Macopin Road, West Milford, NJ; and

WHEREAS, the Board is desirous of approving this request because the proposal furthers the intent and purpose of the County’s Open Space Program; and

WHEREAS, a resolution passed by the Township of West Milford both endorsing the reallocation and summarizing the request is attached; and

WHEREAS, the matter was discussed at the August 28, 2025, meeting of the Planning and Economic Development Committee and is being recommended to the Board for approval; and

NOW, THEREFORE, LET IT BE RESOLVED, for the reasons set forth above, the Board of County Commissioners of the County of Passaic hereby authorizes the Township of West Milford to reallocate the remaining fifteen thousand five hundred fifty-six and fifty-nine ($15,556.59) dollars for the above-mentioned outdoor volleyball court project at Bubbling Springs Park located at 1468 Macopin Road, West Milford, NJ; and
