RESOLUTION AUTHORIZING THE DEPARTMENT OF HUMAN SERVICES, DIVISION OF MENTAL HEALTH AND ADDICTION SERVICES TO APPLY FOR AND ACCEPT GRANT FUNDING FOR THE FY2026 COUNTY REENTRY COORDINATORS PROGRAM ISSUED BY THE NEW JERSEY DEPARTMENT OF CORRECTIONS, PURSUANT TO N.J.S.A. 40:20-1, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, the Department is requesting a resolution to apply for and accept grant funding to support the County Reentry Coordinators (CRC) Program within the Passaic County Sheriff’s Corrections Division issued by the New Jersey Department of Corrections in the amount of fifty thousand and 00/100 ($50,000.00) dollars; and
WHEREAS, the CRC assists incarcerated persons (IPs) in connecting to post-release treatment reentry and wraparound services; and
WHEREAS, the CRC provides case management, facilitates applications for benefits (SNAP, Medicaid, Medicare, WorkFirst NJ, housing), connects IPs to treatment and career services, and ensures identification and discharge planning; and
WHEREAS, Program outcomes include reduced recidivism, improved access to treatment, and increased post-release stability; and
WHEREAS, a monetary match is not required; and
WHEREAS, the grant period is July 1, 2025, to June 30, 2026; and
WHEREAS, this matter was discussed at the September 2, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, et seq., the Board of County Commissioners of the County of Passaic hereby authorizes the Department of Human Services, Division of Mental Health and Addiction Services to apply for and accept grant funding to support the County Reentry Coordinators (CRC) Program within the Passaic County Sheriff’s Corrections Division issued by the New Jersey Department of Corrections in the amount of fifty thousand and 00/100 ($50,000.00) dollars with a grant period beginning on July 1, 2025 and ending June 30, 2026; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department of Human Services are authorized to take any other steps necessary to carry out the purpose of this Resolution.
