RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO R.S. KNAPP CO., INC., FOR REPROGRAPHIC SERVICES FOR THE PASSAIC COUNTY ENGINEERING DEPARTMENT, PER BID SB-25-069 PURSUANT TO N.J.S.A. 40A: 11-4, ET SEQ.

WHEREAS, the County of Passaic (hereafter "County") is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter "Board") is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., every contract awarded by the County, for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold [40A:11-3], shall be awarded only by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, on August 11, 2025, the Purchasing Agent issued SB-25-069, Reprographic Services for Passaic County Engineering Department (hereafter "SB-25-069") seeking sealed proposals from qualified bidders for on call reprographic services; and
WHEREAS, on August 20, 2025, bids were unsealed for SB-25-069 by the Purchasing Agent and a total of two (2) qualified bids were received:
1. R.S. Knapp, Co., Inc.
2. National Reprographics Inc dba BluEdge
WHEREAS, the Passaic County Engineer is recommending an award of contract to R.S. Knapp, Co., Inc., to provide reprographic services for the County at the unit prices stated in SB-25-069 for the period of November 1, 2025 to October 31, 2027; and
WHEREAS, the contracts awarded herein through SB-25-069 shall be considered open-end contracts pursuant to N.J.A.C. 5:30-11.10; and
WHEREAS, this matter was discussed at the August 27, 2025 meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A: 11-4, ET SEQ. that the Board of County Commissioners of the County of Passaic authorizes an award of contract to R.S. Knapp, Co., Inc., to provide reprographic services for the County at the unit prices stated in SB-25-069 for the period of November 1, 2025 to October 31, 2027, as recommended by the County Engineer.
LET IT BE FURTHER RESOLVED, that the Chief Financial Officer is authorized to appropriate forty-two thousand three hundred forty dollars ($42,340.00) to be used for reprographic services for the County on an as-needed basis.
LET IT BE FURTHER RESOLVED, that the Purchasing Agent, Clerk of the Board, and County Counsel are hereby authorized and directed to take such further actions and sign such documents as are necessary to effectuate the purpose of this Resolution, including but not limited to the issuance of the appropriate Purchase Order.
