RESOLUTION QUALIFYING AND AWARDING A CONTRACT TO RELIANCE GRAPHICS, INC. AND ROYAL PRINTING SERVICE TO PROVIDE ELECTION PRINTING SERVICES TO THE COUNTY OF PASSAIC FOR CALENDAR YEAR 2026, PURSUANT TO N.J.S.A. 40A:11-5, ET SEQ. AND RFQ-26-008

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Passaic County Clerk’s Office, the Passaic County Board of Elections and the Passaic County Superintendent of Elections are in need of election printing services for calendar year 2026; and
WHEREAS, on August 19, 2025, the Passaic County Purchasing Agent issued RFQ-26-008, Elections Printing Services for the County of Passaic (“RFQ-26-008”), seeking qualifications for a pool of vendors to provide printing services to the County, as needed during calendar year 2026; and
WHEREAS, Reliance Graphics, Inc. and Royal Printing Service submitted responsive qualifications to RFQ-26-008, as evidenced by the tally sheet, attached hereto and made part of this Resolution; and
WHEREAS, the Clerk’s Office, Board of Elections, and Superintendent of Elections are recommending to qualify and award a contract to Reliance Graphics, Inc., in an amount not to exceed four hundred thousand dollars ($400,000.00), and to Royal Printing Service, in an amount not to exceed one million four hundred thousand dollars ($1,400,000.00), to provide election printing services to the County for calendar year 2026;
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, this contract is being awarded under a fair and open procurement process, which requires that a contract be: publicly advertised in sufficient time to give notice in advance of the contract; awarded under a process that provides for public solicitation of proposals or qualifications; awarded and disclosed under criteria established in writing by the public entity prior to the solicitation of proposals or qualifications; and publicly opened and announced when awarded; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., Reliance Graphics, Inc. and Royal Printing Service each executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that they are not involved in prohibited activities in Russia and Belarus, and the County confirmed that said vendors are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Accounts No. 6-01-20-107-002-E01, 6-01-22-139-001-231 and 6-01-22-141-001-231, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent County budget(s), with such certification attached hereto and made part of this Resolution; and
WHEREAS, this matter was discussed at the September 10, 2025 Administration and Finance Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5(1)(a)(i), the Board of County Commissioners of the County of Passaic qualifies and awards a contract to Royal Printing Service, in an amount not to exceed one million four hundred thousand dollars ($1,400,000.00) and to Reliance Graphics, Inc., in an amount not to exceed four hundred thousand dollars ($400,000.00), for a total contract amount not to exceed one million eight hundred thousand dollars ($1,800,000.00) to provide election printing services to the Passaic County Clerk’s Office, Passaic County Board of Elections and Passaic County Superintendent of Elections, as needed during calendar year 2026, in accordance with the terms and conditions set forth in RFP-26-008.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service and amount of the contract to Royal Printing Service and Reliance Graphics, Inc. and maintain a copy of this Resolution on file and available for public inspection in the Office of the Clerk to the Board.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
