RESOLUTION AUTHORIZING THE RE-EXECUTION OF THE MEMORANDUM OF UNDERSTANDING BETWEEN THE PASSAIC COUNTY DEPARTMENT OF HEALTH AND THE CITY OF CLIFTON HEALTH DEPARTMENT RELATED TO PUBLIC HEALTH NURSE CASE MANAGEMENT SERVICES AND/OR ENVIRONMENTAL INSPECTIONS FOR CHILDHOOD LEAD POISONING.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the Department of Health Services (hereafter “Department”) is responsible for protecting and promoting the health of approximately 525,000 residents from 16 municipalities in the County; and
WHEREAS, by prior resolution, the Board authorized the County to enter into a Memorandum of Understanding between the Passaic County Department of Health and the City of Clifton Health Department related to Public Health Nurse Case Management Services and/or Environmental Inspections for Childhood Lead Poisoning; and
WHEREAS, the Department was notified by the New Jersey Department of Health that funding obligations would be revised and further instructed the Department to re-execute the aforesaid Memorandum of Understanding so that funding would be provided to the Clifton Health Department in the amount of two hundred thirty thousand ($230,000.00), retaining for the County a 10% administrative fee for the administrative oversite for these services in the amount of twenty-three thousand dollars ($23,000.00); and
WHEREAS, the timeframe for the agreement will remain in effect for a period of three (3) years, from January 1, 2023, to January 30, 2026; and
WHEREAS, this matter was discussed at the September 16, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the re-execution of the Memorandum of Understanding between the Passaic County Department of Health and the City of Clifton Health Department Public Health Nurse Case Management Services and/or Environmental Inspections for Childhood Lead Poisoning to reflect the correct allocation to the Clifton Health Department in the amount of two hundred thirty thousand ($230,000.00), retaining for the County a 10% administrative fee for the administrative oversite for these services in the amount of twenty-three thousand dollars ($23,000.00); and
LET IT BE FURTHER RESOLVED, that the Director of the Board, the Clerk to the Board, County Counsel, and the Director/ Health Officer are authorized to re-execute the aforesaid Memorandum of Understanding.
