RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO DELTA-T GROUP NORTH JERSEY, INC. FOR THE PROVISION OF NURSING SERVICES TO BE UTILIZED AS NEEDED BY THE DEPARTMENT OF HEALTH SERVICES, PURSUANT TO N.J.S.A. 40A:11-10

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Passaic Board of County Commissioners (hereafter “Board”) is vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Health Services (“Department”) is responsible for protecting and promoting the health of approximately 525,000 residents of the County; and
WHEREAS, the County is a member of the Educational Service Commission of New Jersey Cooperative Contract Purchasing System, #65MCESCCPS, a joint cooperative pricing system, offering competitive pricing for various goods and services established pursuant to N.J.S.A. 40A:11-10, which awarded a contract to Delta-T Group North Jersey, Inc. for Nursing Services - ESCNJ 24/25-21; and
WHEREAS, the Department received a quote from Delta-T Group North Jersey, Inc. for the provision of nursing services, attached hereto and made part of this Resolution; and
WHEREAS, the Director of the Department is recommending that the Board authorize an award of contract to Delta-T Group North Jersey, Inc., pursuant to Contract No. ESCNJ 24/25-21, to provide nursing services to be utilized as needed by the Department, for a period beginning immediately and ending on December 31, 2025, at the rate set forth in the attached quote, and for a total amount not to exceed twenty thousand dollars ($20,000.00); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., Delta-T Group North Jersey, Inc. executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that it is not involved in prohibited activities in Russia and Belarus, and the County confirmed that Delta-T Group North Jersey, Inc. is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account No. G-01-41-772-021-PE1 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the September 16, 2025, meeting of the Health and Human Services Committee and being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, that the Board of County Commissioners of the County of Passaic authorizes the award of contract to Delta-T Group North Jersey, Inc., to provide nursing services to be utilized as needed by the Department, in accordance with Contract No. ESCNJ 24/25-21, for a period beginning immediately and ending on December 31, 2025, at the rate set forth in the attached quote, and for a total amount not to exceed twenty thousand dollars ($20,000.00).
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Purchasing Agent, Director of the Department, and Director of the Board are authorized to execute the contracts and take any other steps necessary to carry out the purpose of this resolution.
