RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO PRINCETON HYDRO, LLC, TO PERFORM A FORMAL INSPECTION OF THE BARBOUR’S POND DAM IN THE BOROUGH OF WOODLAND PARK, PURSUANT TO N.J.S.A. 40A:11-6.1(a)

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the County is required to perform a formal inspection of the dam on Barbour’s Pond in the Borough of Woodland Park pursuant to NJ Dam Safety Guidelines every six years; and
WHEREAS, pursuant to N.J.S.A. 40A:11-6.1(a), the County Engineer solicited quotes from local engineering consulting firms to perform the formal inspection; and
WHEREAS, pursuant to N.J.S.A. 40A:11-6.1(a), the County Engineer has identified Princeton Hydro, LLC as the vendor most advantageous to the County in performing this role; and
WHEREAS, the Passaic County Engineer is recommending that the Board authorize an award of contract to Princeton Hydro, LLC to perform a formal inspection of Barbour’s Pond dam in the Borough of Woodland Park, in an amount not to exceed six thousand five hundred dollars ($6,500.00) pursuant to the proposal, attached hereto and made part hereof; and
WHEREAS, funds are available in Account No. 5-01-35-230-001-299 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed on September 22, 2025 by the Public Works Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-6.1(a), the Board of County Commissioners of the County of Passaic authorizes an award of contract to Princeton Hydro, LLC to perform a formal inspection of Barbour’s Pond dam in the Borough of Woodland Park, in an amount not to exceed six thousand five hundred dollars ($6,500.00).
LET IT BE FURTHER RESOLVED, that the Passaic County Engineer is authorized to execute the Professional Services Agreement with Princeton Hydro, LLC.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Purchasing Agent, Passaic County Engineer, and the Director of the Board are authorized to take any other steps necessary to carry out the purpose of this resolution.
