RESOLUTION AUTHORIZING THE DEPARTMENT OF HUMAN SERVICES TO APPLY FOR AND ACCEPT GRANTS FROM THE NEW JERSEY DEPARTMENT OF LABOR AND WORKFORCE DEVELOPMENT FOR THE WORKFIRST NEW JERSEY ALLOTMENTS FOR FISCAL YEAR 2026, PURSUANT TO N.J.S.A. 40:20-1, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, in letter dated October 1, 2025 (copy attached hereto), the State of New Jersey, Department of Labor and Workforce Development, informed the County that it was eligible to apply for and accept the WFNJ SNAP Work Activities/Case Management Allotment in the amount of one million six hundred forty-six thousand four hundred and 00/100 ($1,646,400.00) dollars; the WFNJ TANF Needs Based Work Support Allotment in the amount of three thousand and 00/100 ($3,000.00) dollars; and the WFNJ TANF Work Activities/Case Management Allotment in the amount of one million three hundred forty-four thousand six hundred and 00/100 ($1,344,600.00) dollars; and WFNJ TANF Work Verification allotment in the amount ninety-nine thousand and 00/100 ($99,000.00) dollars for Fiscal Year 2026; and
WHEREAS, the total amount of the WFNJ Grant Awards is in the amount of three million ninety-three thousand and 00/100 ($3,093,000.00) dollars; and
WHEREAS, a monetary match is not required to accept these funds; and
WHEREAS, the grant period is October 1, 2025, to September 30, 2026; and
WHEREAS, this matter was discussed at the October 7, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, et seq., the Board of County Commissioners of the County of Passaic hereby authorizes the Department of Human Services, to apply for and accept grant funding from the New Jersey Department of Labor totaling $3,093,000.00 for Fiscal Year 2026 (10/1/2025 through 9/30/2026), which includes the following sub-awards:
WFNJ SNAP Work Activities/Case Management - $1,646,400.00
WFNJ TANF Needs Based Work Support - $ 3,000.00
WFNJ TANF Work Activities/Case Management - $1,344,600.00
WFNJ TANF Work Verification - $ 99,000.00
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department of Human Services are authorized to take any other steps necessary to carry out the purpose of this Resolution.
