RESOLUTION AUTHORIZING THE ADVERTISEMENT OF AN AMENDMENT TO THE PASSAIC COUNTY HABITAT FOR HUMANITY CRITICAL REPAIR PROGRAM FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT FY 2024, PURSUANT TO 24 CFR 91.105.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”), on September 9, 2008, passed Resolution R-08-760 which adopted the Passaic County Citizen Participation Plan (hereafter “Plan”) under 24 CFR 91.105, for the Community Development Block Grant Program (hereafter “CDBG”); and
WHEREAS, the Plan was further amended by Resolution R-2017-0505 on July 12, 2017, to comply with added outreach requirements for Broadband access and emergency management supplemented to 24 CFR 91.105; and
WHEREAS, the Plan was further amended by Resolution R-2020-0438 on May 19, 2020, to incorporate language related to community access to program information and to permit public hearings to be held electronically in times of emergency as well as follow HUD guidance on shortened public review times during times of emergencies; and
WHEREAS, the Plan was further amended by Resolution R-2024-0194 on February 27, 2024, to incorporate language related to community access to program information and to permit public hearings to be held in person and electronically simultaneously, at the discretion of the County; and
WHEREAS, the US Department of Housing and Urban Development (hereafter “HUD”) awarded the County of Passaic (hereafter “County”) a Community Development Block Grant (hereafter “CDBG”) in the amount of nine hundred eighty nine thousand one hundred fifty nine dollars ($989,159.00) for FY 2024 and the grant award was accepted by the County on December 10, 2024 via Resolution R-24-1170; and
WHEREAS, the Board is cognizant of the conditions imposed by the HUD and included a grant allocation in the FY 2024 Annual Action Plan to Paterson Habitat for Humanity, aka Passaic County Habitat for Humanity, for one hundred thirty-one thousand three hundred twenty-seven dollars ($131,327.00); and
WHEREAS, the Passaic County Habitat for Humanity Critical Repair Program is designed to help low to moderate income homeowners address urgent health and safety issues in and around their homes; and
WHEREAS, the Director of Economic Development seeks to advertise a substantial amendment to the CDBG FY 2024 grant allocation for the Paterson Habitat for Humanity Critical Repair Program to include the Borough of North Haledon and the Township of Little Falls to the list of eligible municipalities; and
WHEREAS, the Department seeks to advertise, note attached to public notice, the amended CDBG Annual Action Plan for FY 2024 that will be on public display for a thirty (30) day period from October 13, 2025, to November 12, 2025, in order to permit the public time to comment on the proposed amendments; and
WHEREAS, this matter was discussed at the County Commissioner Planning and Economic Development Committee meeting on October 2, 2025, and was recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to 24 CFR 91.105, that the Board of the County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the Director of the Division of Economic Development to advertise the amended CDBG Annual Action Plan for FY 2024 amending the grant allocation for the Paterson Habitat for Humanity Critical Repair Program to include the Borough of North Haledon and the Township of Little Falls to the list of eligible municipalities; and
NOW, THEREFORE, LET IT BE RESOLVED, that the Board hereby authorizes the Department to advertise the proposed substantial amendment to the CDBG FY 2024 Annual Action plan that has been placed on public display at 401 Grand Street, Paterson, NJ 07505, Room 417; in the offices of the Board of the County Commissioners, 2nd Floor; and on the County website, www.passaiccountynj.org as detailed above and in the attached public notice.
LET IT BE FURTHER RESOLVED, that the County of Passaic Commissioner Director and Director of Economic Development are hereby authorized to act as the authorized representatives of the County to execute all necessary documents and certifications on behalf of the County of Passaic.
