RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO RAPID PUMP & METER SERVICE CO., LLC, FOR THE REPAIR AND MAINTENANCE OF COUNTY GENERATORS, VACTOR SERVICES/PUMPS, AND WELL SERVICE, THROUGH THE NORTH JERSEY WASTEWATER COOPERATIVE, PURSUANT TO N.J.S.A. 40A:11-10

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Passaic Board of County Commissioners (hereafter “Board”) is vested with decision-making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-10, the governing bodies of two or more contracting units may provide by a joint agreement for the provision of the performance of goods and services to be used by their respective jurisdictions; and
WHEREAS, by virtue of Resolution R20200852, the County entered into the North Jersey Wastewater Cooperative Pricing System, which awarded a contract for Various Manufacturer Pumps and Motors Repair and Replacement and Installation, Contract #B454-24 to multiple vendors, including Rapid Pump & Meter Service, Co., LLC, for a one-year period; and
WHEREAS, the Superintendent of Buildings and Grounds is recommending that the Board authorize an award of contract to Rapid Pump & Meter Service, Co., LLC, to repair and maintain all County generators and provide vactor services/pumps and well services for the County under Contract #B454-24 through the North Jersey Wastewater Cooperative Pricing System, in an amount not to exceed two hundred thousand dollars ($200,000.00) for a period commencing January 1, 2026 and expiring July 31, 2026; and
WHEREAS, funds are available in any account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget (s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the November 5, 2025 meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, that the Board of County Commissioners of the County of Passaic authorizes the award of contract to Rapid Pump & Meter Service, Co., LLC, to repair and maintain all County generators and provide vactor services/pumps and well services for the County under Contract #B454-24 through the North Jersey Wastewater Cooperative Pricing System, in an amount not to exceed two hundred thousand dollars ($200,000.00) for a period commencing January 1, 2026 and expiring July 31, 2026.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and Director of the Board are authorized to execute the contracts and take any other steps necessary to carry out the purpose of this resolution.
