RESOLUTION OF AUTHORIZING RATES FOR CURRENT EMPLOYEES AND RETIREES OF THE COUNTY OF PASSAIC AND VARIOUS INDEPENDENT AND AUTONOMOUS BODIES OF THE COUNTY PARTICIPATING IN THE SELF-FUNDED INSURANCE PLANS FOR MEDICAL PRESCRIPTION AND DENTAL COVERAGE FOR THE PERIOD OF JANUARY 1, 2026, THROUGH DECEMBER 31, 2026

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the County is self-insured and pursuant to N.J.S.A. 40A:10-6, et seq., it established an Insurance Commission to offer employees and retirees of the County and various independent and autonomous bodies insurance plans for medical, prescription, and dental coverage; and
WHEREAS, under the Consolidated Omnibus Budget Reconciliation Act of 1985 (“COBRA”), the County is required to offer separated employees continued health coverage at its group rate for a period of up to eighteen (18) months; and
WHEREAS, pursuant to N.J.S.A. 40A:10-21.1, employees of the County contribute to the cost of health coverage premiums; and
WHEREAS, this matter was discussed at the October 29, 2025, Administration and Finance Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic authorizes the insurance premium rates for employees, retirees, and COBRA participants, receiving medical, prescription or dental coverage from the County of Passaic’s self-funded plan for calendar year 2026, as set forth in the documents attached hereto and made part of this Resolution.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Chief Financial Officer, County Administrator and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
