RESOLUTION EXERCISING FIRST ONE-YEAR OPTION TO RENEW TO APPROVED VENDORS IN CONNECTION WITH C.A.R.E.S. POOL OF PROVIDERS 2026-2027 TO BE USED ON AN AS-NEEDED BASIS, PURSUANT TO N.J.S.A. 40A:11-4.1 ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18.1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“County”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Senior Services (hereafter “Department”) provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and
WHEREAS, on December 30, 2024, the Board passed Resolution R-24-1200 under RFP-25-002 authorizing contracts to various agencies for the 2025-2027 C.A.R.E.S. Pool of Providers to perform professional services of respite/certified home health aides and nursing home placement, personal emergency response systems and medication dispensing system for the Department of Senior Services for the contract period January 1, 2025 through December 31, 2025 with two one-year options to renew; and
WHEREAS, the Director of the Department is requesting that the first one-year option to renew be exercised to the agencies listed below to provide services relating to the C.A.R.E.S. Pool of Providers for the period commencing January 1, 2026 and expiring December 31, 2026, to be used on an as-needed basis, for the total amount of three hundred ninety-five thousand and 00/100 ($395,000.00) dollars EACH YEAR; and

WHEREAS, funds are available in Account No. 6-01-41-203-001-MGK or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, awards are based and are contingent upon the availability of Federal and State funds through the State Division on Aging Services; and
WHEREAS, this matter was discussed at the November 12, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby exercises the first one-year option to renew to the agencies listed herein to provide services relating to the C.A.R.E.S. Pool of Providers commencing January 1, 2026 and expiring December 31, 2026, to be used on an as-needed basis, for the total amount of three hundred ninety-five thousand and 00/100 ($395,000.00) dollars EACH YEAR; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, and County Counsel are authorized to take any other steps necessary to carry out the purpose of this Resolution.
