RESOLUTION AUTHORIZING THE PASSAIC COUNTY DEPARTMENT OF HUMAN SERVICES, DIVISION OF MENTAL HEALTH AND ADDICTION SERVICES TO APPLY FOR AND ACCEPT THE SOR COUNTY INNOVATION PROGRAM GRANT FROM THE NEW JERSEY DIVISION OF MENTAL HEALTH AND ADDICTION SERVICES, PURSUANT TO N.J.S.A. 40:20-1, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, by written communication, the State of New Jersey, Department of Human Services - Division of Mental Health and Addiction Services notified the Department that it was eligible to apply for and accept the SOR County Innovation Program Grant (Contract No. 26-686-ADA-1) in the amount of Two hundred one thousand one hundred fifty-two and 00/100 ($201,152.00) dollars for the award period of October 1, 2025 to September 29, 2026 from New Jersey Division of Mental Health and Addiction Services; and
WHEREAS, a cash match is not required for this grant acceptance; and
WHEREAS, the purpose of this grant is to support the development and implementation of innovative county-level strategies for substance use treatment and recovery services; and
WHEREAS, this matter was discussed at the November 12, 2025, meeting of the Department of Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, et seq., the Board of County Commissioners of the County of Passaic hereby authorizes the Department of Human Services - Division of Mental Health and Addiction Services to apply for and accept the SOR County Innovation Program Grant (Contract No. 26-686-ADA-1) in the amount of $201,152.00 for the award period October 1, 2025 to September 29, 2026 from New Jersey Division of Mental Health and Addiction Services to support the development and implementation of innovative county-level strategies for substance use treatment and recovery services; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department of Human Services are authorized to take any other steps necessary to carry out the purpose of this Resolution.
