RESOLUTION AUTHORIZING A PURCHASE FROM MILLENNIUM COMMUNICATIONS GROUP, INC., FOR A GENTAC SECURITY CAMERA SYSTEM AND ASSOCIATED TECHNICAL SUPPORT CONTRACT FOR THE PASSAIC COUNTY OFFICE OF EMERGENCY MANAGEMENT, PURSUANT TO N.J.S.A. 40A:11-10.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-10, the governing bodies of two or more contracting units may provide by a joint agreement for the provision of the performance of goods and services to be used by their respective jurisdictions; and
WHEREAS, by virtue of Resolution R20170119, the County entered into the Bergen County Cooperative Contract Purchasing System # 11-BCCPS, which awarded a contract for Computer Equipment and Peripherals, Bid No. BC-BID-24-38, to multiple vendors, including Millennium Communications Group, Inc.; and
WHEREAS, Millennium Communications Group, Inc. provided a quote to the Passaic County Office of Emergency Management, attached to and made part of this resolution, for the purchase of a Gentac Security Camera System, including a three (3) year technical support contract including hardware repairs and troubleshooting, in the amount of thirty thousand dollars ($30,000.00) which is being recommended for approval by the Director of the Office of Emergency Management; and
WHEREAS, funds are available in Account No. G-01-41-846-023-223 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the November 12, 2025 meeting of the Law and Public Safety Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, the Board of County Commissioners of the County of Passaic is authorizing a purchase from Millennium Communications Group, Inc. for a Gentac Security Camera System, including a three (3) year technical support contract including hardware repairs and troubleshooting, in the amount of thirty thousand dollars ($30,000.00), as recommended by the Director of the Office of Emergency Management.
LET IT BE FURTHER RESOLVED, that the Director of the Board of County Commissioners, the Clerk to the Board, County Counsel, and Purchasing Agent are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
