RESOLUTION AUTHORIZING AN INCREASE IN APPROPRIATION FOR THE CONTRACT WITH FDR SERVICES CORP OF TRENTON FOR THE PROVISION OF RENTAL LINEN DISTRIBUTION AND LAUNDRY SERVICES TO PREAKNESSS HEALTHCARE CENTER UNDER SB-25-008

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances and affairs of the County; and
WHEREAS, Preakness Healthcare Center (“Preakness”) is a New Jersey Department of Health licensed, 406-bed skilled nursing facility that is owned and operated by the Board, which requires; and
WHEREAS, on October 16, 2024, the Purchasing Agent issued SB-25-008, Preakness Healthcare Center Linen Rental Distribution Service/Laundering of Resident Personal Clothing (“SB-25-008”), responses to which were unsealed on October 29, 2024, following which it was determined that FDR Services Corp of Trenton was the lowest responsible bidder; and
WHEREAS, on November 18, 2024, the Board adopted Resolution No. R-24-1016 on November 18, 2024, authorizing the award of a contract to FDR Services Corp of Trenton in an amount not to exceed six hundred fifty thousand dollars ($650,000.00) for the period beginning on January 1, 2025 and ending on December 31, 2025, with two (2) one-year options to renew, in accordance with SB-25-008 and the vendor’s response thereto; and
WHEREAS, the Executive Director of Preakness has advised that it is necessary to increase the appropriation for the above-described contract with FDR Services Corp of Trenton in an amount not to exceed one hundred twenty thousand dollars ($120,000.00), resulting in a new total contract amount not to exceed seven hundred seventy thousand dollars ($770,000.00); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., FDR Services Corp of Trenton executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that it is not involved in prohibited activities in Russia and Belarus, and the County confirmed that FDR Services Corp of Trenton is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account No. 5-01-27-172-001-L05 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in 2025 and/or subsequent County budget(s); and
WHEREAS, this matter was discussed at the December 16, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1 et seq., the Board of County Commissioners of the County of Passaic “Board”) authorizes an increase in the appropriation for the contract with FDR Services Corp of Trenton under SB-25-008, Preakness Healthcare Center Linen Rental Distribution Service/Laundering of Resident Personal Clothing, in an amount not to exceed one hundred twenty thousand dollars ($120,000.00), resulting in a new total contract amount not to exceed seven hundred seventy thousand dollars ($770,000.00).
LET IT BE FURTHER RESOLVED, that the Clerk to the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service, and amount of the contract to FDR Services Corp of Trenton and maintain a copy of this Resolution on file and available for public inspection in the Office of the Clerk to the Board; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Executive Director of Preakness, Purchasing Agent, and the Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
