RESOLUTION EXERCISING FIRST ONE-YEAR OPTION TO RENEW UNDER RFP-24-002 TO SECURE ALERT D/B/A TRACK GROUP TO PROVIDE GPS ELECTRONIC MONITORING BRACELETS AND SERVICES FOR THE PASSAIC COUNTY HUMAN SERVICES DEPARTMENT AND THE PASSAIC COUNTY JAIL IN CALENDAR YEAR 2026, FROM JANUARY 1, 2026, TO DECEMBER 31, 2026, PURSUANT TO N.J.S.A. 40A:11-4.1 ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, pursuant to Resolution R-23-1189, dated December 12, 2023, the Board authorized an award of contract to Secure Alert d/b/a Track Group, under RFP-24-002, to provide GPS monitoring services for the Department of Human Services and the Passaic County Jail for a two-year term, for a total of Fifteen thousand one hundred twelve dollars and fifty cents. $15,112.50, with three (3) one-year options to renew to be exercised at the discretion of the Board; and
WHEREAS, the Director of the Department is requesting that the first one-year option to renew be exercised in the amount of $15,112.50. to Secure Alert d/b/a Track Group under RFP-24-002, to provide GPS Monitoring Bracelets and Services for the Passaic County Human Services Department and the Passaic County Jail for a term of January 1, 2026 to December 31, 2026; and
WHEREAS, funds are available in Account No. G-01-41-810-026-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the December 16, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby exercises the first one-year option to renew to Secure Alert d/b/a Track Group for GPS Electronic Monitoring Bracelets and Services for the Passaic County Human Services Department and the Passaic County Jail in the total amount of Fifteen thousand one hundred twelve dollars and fifty cents. $15,112.50 for a term of January 1, 2026, to December 31, 2026, under RFP-24-002; and
LET IT BE FURTHER RESOLVED, that the Director of the Department, Clerk to the Board, Director of the Board, and County Counsel are authorized to take any other steps necessary to carry out the purpose of this Resolution.
