RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE RECOMMENDATION OF THE RFP REVIEW COMMITTEE FOR RFP-26-006 AND AWARD A CONTRACT TO EVA’S VILLAGE, INC. TO PROVIDE MEN’S AND WOMEN’S SHELTER SERVICES FOR THE HOMELESS AND AWARD A CONTRACT TO ST. PAUL’S COMMUNITY DEVELOPMENT CORP. TO PROVIDE MEN’S SHELTER SERVICES FOR THE HOMELESS FOR A TERM TO BEGIN JANUARY 1, 2026 AND TERMINATE JUNE 30, 2026, WITH FOUR (4) ONE (1)-YEAR OPTIONS TO RENEW, CONTINGENT ON PROGRAM PERFORMANCE AND FUNDING AVAILABILITY.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40A:11-4.1(b) specifically authorizes the County to utilize competitive contracting to procure services related to the administration of social services programs, under which this program falls; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution No. R-24-883 dated October 8, 2024, authorizing the Department to initiate the RFP process to develop programs to support individuals with intellectual and developmental disabilities in Passaic County and their families; and
WHEREAS, the Purchasing Agent unsealed responses to RFP 26-006: Social Services for the Homeless (SSH) and Transportation (TS) Grants for a term to begin January 1, 2026, and terminate on June 30, 2026, with four (4) one (1)-year options to renew; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for proposals is a fair and open process, specifically, the request for proposals for the projects under RFP-26-006 are publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, the Review Committee recommends awarding the following contracts:
Eva’s Village, Inc. in the amount of $76,550.00
St. Paul’s Community Development Corp. in the amount of $76,550.00
WHEREAS, funds are available in Account No. G-01-41-811-026-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, the total amount of expenditure is $153,100.00, and all contracts awarded are pending adoption of the 2026 county budget and shall be subject to the availability and appropriation of funds; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the December 16, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) is authorizing a contract award to the following approved vendors listed below totaling $153,100.00 for a term commencing January 1, 2026 to June 30, 2026, with four (4) one-(1) year options to renew; and
Eva’s Village, Inc. in the amount of $76,550.00 to provide men’s and women’s shelter services for the homeless; and
St. Paul’s Community Development Corp. in the amount of $76,550.00 to provide men’s shelter services for the homeless; and
LET IT BE FURTHER RESOLVED, the Clerk to the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service, and amount of the contracts to the approved vendors as stated herein and maintain a copy of the Resolution on file and available for public inspection in the Office of the Clerk to the Board; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, and County Counsel are authorized to take any other steps necessary to carry out the purpose of this Resolution.
