RESOLUTION AUTHORIZING PURCHASE OF MAILING SYSTEM AND MAINTENANCE SERVICES FROM PITNEY BOWES INC. FOR THE OFFICE OF THE Superintendent of Elections, PURSUANT TO N.J.S.A. 40A:11-12

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 19:32-1, et seq., the Office of the Superintendent of Elections (“Superintendent”) is responsible for the supervision of all elections in Passaic County, the custody and maintenance of voter records, voter registration, and the custody and maintenance of voting machines; and
WHEREAS, pursuant to N.J.S.A. 19:32-4, the Board is required to provide suitable room or rooms for the transaction of business of the Superintendent and procure suitable furniture thereof and any books, stationary, fuel and supplies that may be necessary from time to time; and
WHEREAS, pursuant to N.J.S.A. 40A:11-12, et seq, the County may, without advertising for bids, or having rejected all bids obtained pursuant to advertising thereof, purchase any goods or services under any contract(s) for such goods and services entered into on behalf of the State of New Jersey, Department of the Treasury, Division of Purchase and Property; and
WHEREAS, Pitney Bowes Inc. has been awarded State Contract #41258 for T0200 - Mailroom Equipment and Maintenance Various State Agencies, by the State of New Jersey, Department of the Treasury, Division of Purchase and Property; and
WHEREAS, the Superintendent received a quote from Pitney Bowes Inc., attached hereto and made part of this Resolution, for the purchase of a new SendPro MailCenter 2000 mailing system, as well as related services and maintenance for a twelve-month term, for a total amount not to exceed eighteen thousand seven hundred five dollars and twenty-nine cents ($18,705.29), in accordance with State Contract #41258, which is being recommended to the Board for approval; and
WHEREAS, pursuant to N.J.S.A. 52:32-60.1, et seq., Pitney Bowes Inc. executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that it is not involved in prohibited activities in Russia and Belarus, and the County confirmed that Pitney Bowes Inc. is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account No. 5-01-22-141-001-223 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent County budget(s), which is attached hereto and made part of this Resolution; and
WHEREAS, this matter was discussed at the December 17, 2025, Administration and Finance Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-12, the Board of County Commissioners of the County of Passaic authorizes the Superintendent of Elections to purchase from Pitney Bowes Inc. a new SendPro MailCenter 2000 mailing system, as well as related services and maintenance for a twelve-month term, for a total amount not to exceed eighteen thousand seven hundred five dollars and twenty-nine cents ($18,705.29), in accordance with the attached quote and State Contract #41258
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Purchasing Agent, Superintendent of Elections, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
