RESOLUTION EXERCISING THE ONE-YEAR OPTION TO RENEW THE CONTRACT WITH PREFERRED OUTDOOR EXPERIENCE, LLC TO PROVIDE GOOSE CONTROL SERVICES FOR THE DEPARTMENT OF PARKS AND RECREATION, SB-25-033, PURSUANT TO N.J.S.A 40A:11-4 ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Passaic Board of County Commissioners (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., for every contract awarded by the County for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold established pursuant to N.J.S.A. 40A:11-3, shall be awarded by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, on January 21, 2025, the Purchasing Agent issued Goose Control Services for the County of Passaic Parks and Recreation Department, SB-25-033 (hereafter “SB-25-033”), in compliance with N.J.S.A. 40A:11-4, et seq., seeking a vendor to provide geese chasing services to the County; and
WHEREAS, March 11, 2025, the Board passed Resolution No. R-25-0211, authorizing an award of contract to Preferred Outdoor Experience, LLC, for Goose Control Services under SB-25-033, beginning April 1, 2025 and expiring March 31, 2026, with one (1) one-year option to renew; and
WHEREAS, the Director of Parks & Recreation is recommending that the Board exercise the one-year option on the contract with Preferred Outdoor Experience, LLC under SB-25-033 with a term beginning April 1, 2026, and expiring March 31, 2027 in a total award amount not to exceed ninety thousand one hundred eighty dollars ($90,180.00); and
WHEREAS, funds are available in Account No. 6-01-28-198-002-213, 6-01-28-198-001-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget (s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the December 10, 2025 meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4, that the Board of County Commissioners of the County of Passaic exercise the one-year option on the contract with Preferred Outdoor Experience, LLC under SB-25-033 with a term beginning April 1, 2026, and expiring March 31, 2027 in a total award amount not to exceed ninety thousand one hundred eighty dollars ($90,180.00).
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and Director of the Board are authorized to execute the contracts and take any other steps necessary to carry out the purpose of this resolution.
