RESOLUTION AMENDING RESOLUTION NO. R-25-636 TO ALLOCATE ADDITIONAL TANF AND GA/SNAP FUNDS FOR CAREER SERVICES UNDER RFP-22-018 AND FOR ONE STOP CAREER CENTER MANAGEMENT UNDER RFP-24-031.

WHEREAS, the County of Passaic (“County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, on July 15, 2025, the Board passed Resolution No. R-25-636, exercising the third option to renew a grant to the Passaic County Workforce Development Center (“Workforce Development Center”) under RFP-22-018 for career services, as well as the first option to renew a grant to the Workforce Development Center under RFP-24-031 for One Stop Career Center management; and
WHEREAS, the Board subsequently passed Resolution No. R-25-1017 on October 28, 2025 respectively, amending Resolution No. R-25-636 to allocate additional funds to the Workforce Development Center under RFP-22-018 and RFP-24-031; and
WHEREAS, the Director of the Department has advised it is necessary to allocate additional funds to the Workforce Development Center for career services under RFP-22-018 in the amount of $326,800.00 (with $156,864 under TANF and $169,936.99 under SNAP), as well as for One Stop Career Center management under RFP-24-031 in the amount of $17,200.00 (with $8,256.00 under TANF and $8,944.00 under SNAP), for a total increase of three hundred forty-four thousand dollars ($344,000.00); and
WHEREAS, funds are available in Account Nos. G-01-41-725-025-213 ($165,120.00) and G-01-41-726-025-213 ($178,880.00) or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying it is not involved in prohibited activities in Russia and Belarus, and the County confirmed that the vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the January 21, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic hereby amends Resolution No. R-25-636, as amended by Resolution Nos. R-25-722 and R-25-1017, to allocate additional funds to the Workforce Development Center for career services under RFP-22-018 in the amount of $326,800.00 (with $156,864 under TANF and $169,936.99 under SNAP), as well as for One Stop Career Center management under RFP-24-031 in the amount of $17,200.00 (with $8,256.00 under TANF and $8,944.00 under SNAP), for a total increase of three hundred forty-four thousand dollars ($344,000.00).
LET IT BE FURTHER RESOLVED, that all the other terms and conditions as set forth in Resolution No. R-25-636, as amended by Resolution Nos. R-25-722 and R-R-25-1017, shall remain in full force and effect; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and the Director of the Department of Human Services are hereby authorized to take the necessary actions to carry out the purpose of this Resolution.
