THE FFY2025 FEDERAL TRANSIT ADMINISTRATION SECTION 5310 FEDERAL GRANT PROGRAM, PURSUANT TO N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Senior Services (hereafter “Department”) provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and
WHEREAS, the Department, Division of Paratransit, is requesting authorization for the submission of the FFY2025 Federal Transit Administration Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Grant Program to obtain operating costs and mobility management funds; and
WHEREAS, Operating Funds require a 50% local match and Mobility Management funds require a 20% local match; and
WHEREAS, this matter was discussed at the January 21, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, that the Board of County Commissioners of the County of Passaic (“Board”) hereby authorizes the Director of the Department of Senior Services (“Department”) to submit a grant application to New Jersey Transit under the FFY2025 Federal Transit Administration Section 5310 Federal Grant Program to obtain operating costs and vehicle funding to assist the County in providing transportation services for the elderly and individuals with disabilities throughout the County.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department are authorized to take any other steps necessary to carry out the purpose of this Resolution.
