RESOLUTION AWARDING CONTRACT TO NATIONAL FLAG & DISPLAY CO., INC. D/B/A METRO FLAG CO. TO PROVIDE UNITED STATES FLAGS FOR FUNERAL SERVICES TO HONOR PASSAIC COUNTY VETERANS, PURSUANT TO N.J.S.A. 40A:11-6.1(a).

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the County, through its Department of Senior Services (hereafter “Department”), provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and
WHEREAS, the Executive Director of the Department desires a resolution authorizing the purchase of United States flags from National Flag & Display Co., Inc. d/b/a Metro Flag Co. for the Department of Senior Services, Disability and Veterans Affairs; and
WHEREAS, the Department has received a quote for the purchase of American flags from National Flag & Display Co., d/b/a Metro Flag Co. in the amount of ten thousand five hundred seventy-six and 90/100 ($10,576.90) dollars through Somerset County Co-Op Bid #2 SCOOP Contract #CC-0049-24 to be used to honor our fallen heroes throughout Passaic County who gallantly gave their lives for our country; and
WHEREAS, funds are available in Account Nos. 6-01-27-176-001-237 in the amount of $5,497.08 and 6-01-55-020-000-601 in the amount of $5,079.82 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the January 21, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-6.1(a), the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes an award of contract to National Flag & Display Co., Inc. d/b/a Metro Flag Co. in an amount not to exceed ten thousand five hundred seventy-six and 90/100 ($10,576.90) dollars through Somerset County Co-Op Bid #2 SCOOP Contract #CC-0049-24 to provide United States flags for funeral services to honor veterans for their service to our Country.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, and County Counsel are authorized to take any other steps necessary to carry out the purpose of this Resolution.
