RESOLUTION AUTHORIZING THE APPLICATION AND ACCEPTANCE OF FUNDS, IF AWARDED, FROM THE NEW JERSEY OFFICE OF INFORMATION TECHNOLOGY FY-2026 NEXT GENERATION 9-1-1 GRANTS PROGRAM, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the New Jersey Office of Information Technology (NJ OIT) has announced that funds are available to Public Safety Answering Points (PSAPs) serving countywide populations or municipalities with a population of 65,000 or over; and
WHEREAS, the purpose of the grant program is to support county and local governments in the upgrading of PSAP equipment and creating incentives for the consolidation of PSAPs; and
WHEREAS, the Passaic County Sheriff’s Department meets the minimum eligibility standard requirements outlined in Section III a. of the NJ OIT FY-202 Next Generation 9-1-1 Enhanced PSAP Grant criteria, the County Administrator and/or his designee are hereby authorized to take any and all actions necessary to prepare and submit a grant application for grant funding from the NJ OIT FY-2026 Next Generation 9-1-1 Grans Program
WHEREAS, this matter was discussed at the January 20, 2026 meeting of the Law and Public Safety Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, that the Board of County Commissioners of the County of Passaic hereby authorizes the following:
1. The Board of County Commissioners for the County of Passaic hereby authorizes the County Administrator to apply for and enter into an agreement with the New Jersey Office of Information Technology FY-2026 Next Generation 9-1-1 Grants Program, in the amount not to exceed three hundred thirty-nine thousand seven hundred twenty dollars ($339,720.00) for the period of July 1, 2025 through December 31, 2027.
2. The Board of County Commissioners of the County of Passaic are hereby authorized to execute any and all documents necessary to complete and realize the intent and purposes of this resolution.
3. The County Administrator shall review and approve of any and all documents prepared in furtherance of the grant application with the State of New Jersey for the FY-2026 Next Generation 9-1-1 Grant Program.
4. This resolution shall take effect immediately.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and the Director of the Board are authorized to take any other steps necessary to carry out the purpose of this resolution.
