RESOLUTION AUTHORIZING A SHARED SERVICE AGREEMENT BETWEEN THE COUNTY OF PASSAIC AND THE BOROUGH OF PARAMUS FOR SPECIALTY VEHICLE MAINTENANCE AND REPAIR, PURSUANT TO N.J.S.A. 40A:65-1, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Uniform Shared Services and Consolidation Act, N.J.S.A. 40A:65-1, et seq., authorizes the County to enter into an agreement with any other local unit or units to provide or receive any service that each local unit participating in the agreement is empowered to provide or receive within its own jurisdiction; and
WHEREAS, the Passaic County Sheriff’s Office is recommending that the County enter into a shared service agreement with the Borough of Paramus, whereby the Borough will provide to the County maintenance and repair services for certain specialty vehicles, for a period beginning November 1, 2025 through October 31, 2030; and
WHEREAS, under the Shared Services Agreement, the County will pay to the Borough of Paramus the cost of parts, plus an hourly labor rate of one hundred fifty dollars ($150.00) per hour, and two hundred fifty dollars ($250.00) per hour for after-hours emergencies, plus a fifteen percent (15%) administrative fee not to exceed two hundred dollars ($200.00) per repair; and
WHEREAS, funds are available in any account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the January 20, 2026 meeting of the Law and Public Safety Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:65-1, et seq., that the Board of County Commissioners of the County of Passaic hereby authorize the Shared Services Agreement between the County of Passaic and the Borough of Paramus, specialty vehicle maintenance and repair, for a period beginning November 1, 2025 through October 31, 2030.
LET IT BE FURTHER RESOLVED, that pursuant to N.J.S.A. 40A:65-(b) a copy of the Shared Services Agreement shall be filed, for informational purposes, with the Division of Local Government Services.
LET IT BE FURTHER RESOLVED, that Resolution No. R-25-0981 dated October 14, 2025 shall be and hereby is repealed.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Passaic County Sheriff, County Counsel, and Director of the Board are authorized to take any other action necessary to carry out the purposes of this resolution.
