RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO JCW, INC. D/B/A SPORTCARE SYNTHETIC FIELD MAINTENANCE FOR SOD INSTALLATION AND HYDRO-SEEDING AT PREAKNESS VALLEY GOLF COURSE IN THE TOWNSHIP OF WAYNE, PURSUANT TO N.J.S.A. 40A:11-10, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-10, the governing bodies of two or more contracting units may provide by a joint agreement for the provision of the performance of goods and services to be used by their respective jurisdictions; and
WHEREAS, by virtue of Resolution R20170119, the County entered into the Bergen County Cooperative Contract Purchasing System #11-BCCPS, which awarded a contract for Synthetic Turf: Repair and Replacement, Bid No. C-25-022, to multiple vendors, including JCW, Inc. D/B/A SportCare Synthetic Field Maintenance; and
WHEREAS, JCW, Inc. D/B/A SportCare Synthetic Field Maintenance provided a quote to the Department of Parks & Recreation, attached to and made part of this resolution, for sod installation (estimated 45,000 sq ft) and hydro-seeding (estimated 100,000 sq ft) at Preakness Valley Golf Course, in the amount of ninety-nine thousand five hundred fifty dollars ($99,550.00), which is being recommended for approval by the Department of the Department of Parks & Recreation; and
WHEREAS, funds are available in Account No. C-04-55-188-001-901, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s); and
WHEREAS, this matter was discussed at the April 1, 2026 meeting of the Public Works Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, that pursuant to N.J.S.A. 40A:11-10, the Board of County Commissioners of the County of Passaic authorizes an award of contract to JCW, Inc. D/B/A SportCare Synthetic Field Maintenance, for the purchase of sod installation and hydro-seeding services at Preakness Valley Golf Course, Wayne, New Jersey, in an amount not to exceed ninety-nine thousand five hundred fifty dollars ($99,550.00), as recommended by the Director of the Department of Parks & Recreation.
LET IT BE FURTHER RESOLVED, that the Director of the Board of County Commissioners, the Clerk to the Board, County Counsel, and Purchasing Agent are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this Resolution.
