RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO SPARWICK CONTRACTING, INC., FOR ON-CALL BRIDGE REPAIRS AT ARNOLD ROAD OVER BELCHER CREEK, BRIDGE NO. 1600-200, IN THE TOWNSHIP OF WEST MILFORD AND RINGWOOD AVENUE OVER THE WANAQUE RIVER, BRIDGE NO. 1600-046, IN THE BOROUGH OF WANAQUE, PER BID C-26-002, PURSUANT TO N.J.S.A. 40A:11-4, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., every contract awarded by the County, for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold, shall be awarded only by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, on October 20, 2025, the Purchasing Agent issued C-26-002, On-Call Bridge & Culvert Repair Projects, (hereafter “C-26-002”) seeking sealed proposals from qualified bidders for On-Call Bridge & Culvert Repair Projects, to be used on an as-needed basis beginning January 1, 2026, and expiring on December 31, 2027; and
WHEREAS, on December 9, 2025, the Board passed Resolution R-25-1201 qualifying a list of five contractors and unit prices to perform on-call bridge and culvert repairs on an as-needed basis for the period beginning on January 1, 2026, and ending December 31, 2027, which included Sparwick Contracting, Inc.; and
WHEREAS, Arnold Road over Belcher Creek, Structure No. 1600-200, in the Township of West Milford, and Ringwood Avenue over the Wanaque River, Structure No. 1600-046, in the Borough of Wanaque, are both in need of repairs, and Sparwick Contracting, Inc., has submitted a proposal dated March 27, 2026 in the amount of seventy-nine thousand one hundred forty-five dollars ($79,145.00) for On Call Bridge Repairs to said structures; and
WHEREAS, the Passaic County Engineer is recommending an award of contract to Sparwick Contracting, Inc., in the amount of seventy-nine thousand one hundred forty-five dollars ($79,145.00) for On-Call Bridge Repairs to Arnold Road over Belcher Creek, Structure No. 1600-200, and Ringwood Avenue over the Wanaque River, Structure No. 1600-046; and
WHEREAS, funds are available in Account No. C-04-55-194-003-901, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s); and
WHEREAS, this matter was discussed at the April 1, 2026 meeting of the Public Works Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4, et seq., that the Passaic County Board of County Commissioners hereby authorizes an award of contract to Sparwick Contracting, Inc., for On-Call Bridge Repairs to Arnold Road over Belcher Creek, Structure No. 1600-200, in the Township of West Milford, and Ringwood Avenue over the Wanaque River, Structure No. 1600-046, in the Borough of Wanaque, in an amount not to exceed seventy-nine thousand one hundred forty-five dollars ($79,145.00), as recommended by the County Engineer.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and the Director of the Board are authorized to take any other steps necessary to carry out the purpose of this Resolution.
