RESOLUTION TO AMEND RESOLUTION R-25-1256, DATED DECEMBER 29, 2025, AMENDED BY R-26-0231, DATED MARCH 24, 2026, TO INCREASE AWARD AMOUNT FOR THE MOBILE FOOD PANTRY PROGRAM OPERATED BY CUMAC ECHO, INC. UNDER RFP 24-017.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter the “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, pursuant to Resolution R-25-1256, dated December 29, 2025, amended by R-26-0231, dated March 24, 2026, the Board authorized exercising the second one-year option to CUMAC ECHO, Inc. to operate a mobile food pantry to provide food distribution to the residents of Passaic County and to operate a temporary assistance navigation to Passaic County residents from January 1, 2026 to December 31, 2026, under RFP-24-017; and
WHEREAS, the purpose of this resolution is to increase the award amount for the mobile food pantry program operated by CUMAC ECHO, Inc. from the original amount of $77,875.00 to allocate an additional amount of $9,684.76 bringing the new allocation for food distribution to $87,559.76; and
WHEREAS, funds are available in Account Nos. T20-56-870-007-801 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the March 25, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, the Board of County Commissioners of the County of Passaic hereby authorizes amendment of R-25-1256, dated December 29, 2025, amended by R-26-0231, dated March 24, 2026, to increase the original award amount of $77,875.00 and allocate an additional amount of $9,684.76 bringing the new allocation for food distribution for the mobile food pantry program operated by CUMAC ECHO, Inc. under RFP-24-017 to $87,559.76; and
LET IT BE FURTHER RESOLVED, that all the other terms and conditions as set forth in Resolution R-251256, dated December 29, 2025, and amended by Resolution R-26-0231, dated March 24, 2026, remain in full force and effect; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and the Director of the Department of Human Services are hereby authorized to take the necessary actions to carry out the purpose of this Resolution.
