RESOLUTION AUTHORIZING THE PURCHASE AND INSTALLATION OF FIVE (5) PLOWS AND FIVE (5) QUICK HITCH ASSEMBLIES ON PASSAIC COUNTY ROAD DEPARTMENT TRUCKS FROM TONY SANCHEZ, LTD., UNDER THE BERGEN COUNTY COOPERATIVE CONTRACT PURCHASING SYSTEM, PURSUANT TO N.J.S.A. 40A:11-10.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-10, the governing bodies of two or more contracting units may provide by a joint agreement for the provision of the performance of goods and services to be used by their respective jurisdictions; and
WHEREAS, by virtue of Resolution R20170119, the County entered into the Bergen County Cooperative Contract Purchasing System #11-BCCPS, which awarded a contract for Class 4-8 Trucks, Bid No. BC-BID-24-06, to multiple vendors, including Tony Sanchez, LTD.; and
WHEREAS, Tony Sanchez, LTD., of Ledgewood, New Jersey provided a quote, attached to and made part of this resolution, for the purchase and installation of five (5) Gledhill Road Machinery / 11HSBPR2QCP plows and five (5) Buyer Product Company / 1317210 Quick Hitch Truck Drop Pin Style hitches on Passaic County Road Department trucks, in the amount of eighty-nine thousand three hundred seventy-five dollars ($89,375.00), which is being recommended for approval by the Supervisor of Roads; and
WHEREAS, funds are available in Account No. 6-01-44-900-003-000, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s); and
WHEREAS, this matter was discussed at the September 30, 2026 meeting of the Public Works Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, that the Passaic County Board of County Commissioners hereby authorizes the purchase and installation of five (5) Gledhill Road Machinery / 11HSBPR2QCP plows and five (5) Buyer Product Company / 1317210 Quick Hitch Truck Drop Pin Style hitches on Passaic County Road Department trucks, from Tony Sanchez, LTD., a vendor under Bergen County Cooperative Contract Bid No. BC-BID-24-06, in an amount not to exceed eighty-nine thousand three hundred seventy-five dollars ($89,375.00), as recommended by the Supervisor of Roads; and
LET IT BE FURTHER RESOLVED, that the Director of the Board of County Commissioners, the Clerk to the Board, County Counsel, and Purchasing Agent are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this Resolution.
