RESOLUTION AUTHORIZING AN INCREASE IN APPROPRIATION UNDER THE CONTRACT WITH 22ND CENTURY TECHNOLOGIES, INC. FOR ADMINISTRATION OF THE SNAP GRANT PROGRAM FOR THE DEPARTMENT OF SENIOR SERVICES, PURSUANT TO N.J.S.A. 40A:11-12, ET. SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the County, through its Department of Senior Services (hereafter “Department”), provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-12, et. seq., the County may, without advertising for bids or having rejected all bids obtained pursuant to advertising thereof, purchase any goods or services under any contract(s) for such goods or services entered into by the State of New Jersey, Department of the Treasury, Division of Purchase and Property; and
WHEREAS, 22nd Century Technologies, Inc., submitted competitive pricing for M2001- Temporary Staffing Services, Master Blanket Purchase Order 23-GNSV1-35293, to the State of New Jersey, Division of Purchase and Property in the Department of Treasury; and
WHEREAS, on October 28, 2025, the Board passed Resolution No. R-25-1013, authorizing an award of contract to 22nd Century Technologies, Inc., to provide temporary staffing services to the Department of Senior Services in order to accomplish grant objectives efficiently and ensure timely expenditure of available SNAP Grant funds in an amount not to exceed two hundred eighty-one thousand thirty-one dollars ($281,031.00) for a term commencing November 14, 2025 and expiring June 30, 2026; and
WHEREAS, on July 14, 2026, the Board passed Resolution No. R-26-0628, authorizing an amendment to the contract with 22nd Century Technologies to provide temporary staffing services associated with the administration of the SNAP Grant Program, extending the term of contract to August 14, 2026, but decreasing the award amount by one hundred twenty-one thousand thirty-one dollars ($121,031.00), for a new total award amount, as a result of the decrease, in the amount of one hundred sixty thousand dollars ($160,000.00); and
WHEREAS, the Director of the Department of Senior Services is now recommending that the Board authorize an increase in appropriation under the contract with 22nd Century Technologies to provide temporary staffing services associated with the administration of the SNAP Grant Program, in the increased amount of forty-five thousand two hundred sixty-seven dollars and nine cents ($45,267.09), for a new total award amount, as a result of the increase, in the amount of two hundred five thousand two hundred sixty-seven dollars and nine cents ($205,267.09); and
WHEREAS, funds are available in Account No. 6-01-55-020-000-601 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s); and
WHEREAS, this matter was discussed at the September 30, 2026 meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.SA. 40A:11-12, et. seq., the Board of County Commissioners of the County of Passaic authorizes the increase in appropriation under the contract with 22nd Century Technologies to provide temporary staffing services associated with the administration of the SNAP Grant Program, in the increased amount of forty-five thousand two hundred sixty-seven dollars and nine cents ($45,267.09), for a new total award amount, as a result of the increase, in the amount of two hundred five thousand two hundred sixty-seven dollars and nine cents ($205,267.09).
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and Purchasing Agent, Director of Senior Services, and Director of the Board are authorized to take any other steps necessary to carry out the purpose of this Resolution.
