RESOLUTION AUTHORIZING A PUBLIC HEARING AND ADVERTISEMENT OF THE NOTICE OF PUBLIC DISPLAY FOR THE PASSAIC COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT FY 2025 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER), AS AUTHORIZED BY 24 CFR SECTION 91.105.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, the Board adopted Resolution R-2017-0630, on July 18, 2017, which created the Passaic County Citizen Participation Plan (hereafter “Plan”) under 24 CFR, Section 91.105, for the community at large; and
WHEREAS, the Plan was last amended via Resolution R-24-597, on June 25, 2024, to authorize a simultaneous virtual and in-person public hearing to review the findings of the Comprehensive Annual Performance and Evaluation Report (hereafter “CAPER”) in addition to placing the CAPER on public display; and
WHEREAS, the Plan allows for a fifteen (15) day period of review of the CDBG FY 2025 CAPER to solicit comments from the public on the CAPER and advertise the virtual and in-person public hearing which will be held simultaneously; and
WHEREAS, Passaic County has prepared its Program Year 2025 Consolidated Annual Performance and Evaluation Report (CAPER) for the FY 2025 Community Development Block Grant Program, and this report contains information including: 1) Summary of the resources and accomplishments, 2) Status of actions taken during the year to implement the goals outlined in the Consolidated Plan, and 3) evaluation of the progress made during the year in addressing identified priority needs and objectives; and
WHEREAS, the Department also seeks to publish an advertisement (notice attached) in a newspaper of local circulation, announcing the availability of the FY 2024 CAPER for a fifteen (15) day public review period and a public hearing to solicit comments from the public; and
WHEREAS, the public hearing will be held virtually via Webex on Tuesday, November 10, 2026, and simultaneously in-person at Passaic County, Division of Economic Development, 401 Grand Street, Paterson, NJ 07505, Room 417 at 1:00 PM in accordance with the attached Public Notice of Availability and Public Hearing; and
WHEREAS, this matter was discussed at the County Commissioner Planning and Economic Development Committee meeting on October 1, 2026, and was recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to 24 CFR, Section 91.105, the Board of County Commissioners of the County of Passaic (hereinafter “Board”) hereby authorizes the Clerk to the Board to publish, in a newspaper of local circulation, Notice of a Virtual Public Hearing and In-Person Public Hearing to be held on Tuesday, November 10, 2026 at 1:00 PM to allow for public comment on the Comprehensive Annual Performance and Evaluation Report for the Passaic County FY 2025 Community Development Block Grant Program
