RESOLUTION AUTHORIZING THE DEPARTMENT OF HUMAN SERVICES, DIVISION OF MENTAL HEALTH AND ADDICTION SERVICES TO APPLY FOR AND ACCEPT GRANT FUNDING TO SUPPORT THE COORDINATION OF THE PASSAIC COUNTY INTERAGENCY COORDINATING COUNCIL (CIACC) ISSUED BY THE NJ DEPARTMENT OF CHILDREN AND FAMILIES, PURSUANT TO N.J.S.A. 40:20-1, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter the “Board”) are vested with decision-making powers on behalf of the County; and

 

WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and

 

WHEREAS, the Department is requesting a resolution to apply for and accept grant funding to support the coordination of the Passaic County Interagency Coordinating Council (CIACC) issued by the New Jersey Department of Children and Families in the amount of fifty-two thousand three hundred ninety-seven and 00/100 ($52,397.00) dollars; and 

 

WHEREAS, the CIACC serves as the County’s formal mechanism to develop, implement, oversee, and coordinate a responsive, accessible, and integrated system of care for children and youth with emotional, behavioral, developmental, and substance use-related needs; and

 

WHEREAS, this collaborative effort engages parents, caregivers, youth, service providers, and other child-serving entities to ensure that services are family-centered, community-based, and outcome-driven; and

 

WHEREAS, the requested resolution will enable the County to continue fulfilling its statutory and strategic obligations in coordinating local systems of care in alignment with State goals and to maintain vital support for youth and families across Passaic County; and

 

WHEREAS, a monetary match is not required; and

 

WHEREAS, the grant period is July 1, 2025, to June 30, 2026; and

 

WHEREAS, this matter was discussed at the June 10, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and

 

NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, et seq., the Board of County Commissioners of the County of Passaic hereby authorizes the Department of Human Services, Division of Mental Health and Addiction Services to apply for and accept  grant funding to support the coordination of the Passaic County Interagency Coordinating Council (CIACC) issued by the New Jersey Department of Children and Families  in the amount of fifty-two thousand three hundred ninety-seven and 00/100 ($52,397.00) dollars with a grant period beginning on July 1, 2025 and ending June 30, 2026; and

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department of Human Services are authorized to take any other steps necessary to carry out the purpose of this Resolution.
