RESOLUTION AUTHORIZING A CONTRACT AWARD TO PRIVATE INDUSTRY COUNSEL, INC. OF PASSAIC COUNTY D/B/A PASSAIC COUNTY WORKFORCE DEVELOPMENT CENTER TO PROVIDE ADULT LITERACY INNOVATIONS INITIATIVE PROGRAM SERVICES, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, on September 24, 2024, the Board adopted Resolution No. R-24-825, authorizing the Department to apply for and accept a grant from the New Jersey Department of Labor (“NJDOL”) for the Adult Literacy Innovations Initiative, for the purpose of funding programs to assist youth and adults with adult literacy, digital literacy, family literacy, and building the skills, training, and work experience necessary to obtain and retain unsubsidized regular employment that leads them to self-sufficiency; and
WHEREAS, the Director of the Department is recommending a contract award to Private Industry Council, Inc. of Passaic County d/b/a Passaic County Workforce Development Center (“Workforce Development Center”) to provide Adult Literacy Innovations Initiative program services, for the period of December 1, 2024 to November 30, 2025, in an amount not to exceed two hundred thousand twenty dollars and ninety cents ($200,020.90), and subject to the terms and conditions imposed by NJDOL on the Adult Literacy Innovations Initiative grant; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the Workforce Development Center executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that they are not involved in prohibited activities in Russia and Belarus, and the County confirmed said vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account No. G-01-041-813-024-PE1, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent County budget(s), which is attached hereto and made part of this Resolution; and
WHEREAS, this matter was discussed at the February 4, 2025 Health and Human Services Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5(3), the Board of County Commissioners of the County of Passaic authorizes a contract award to Private Industry Council, Inc. of Passaic County d/b/a Passaic County Workforce Development Center to provide Adult Literacy Innovations Initiative program services, for the period of December 1, 2024 to November 30, 2025, in an amount not to exceed two hundred thousand twenty dollars and ninety cents ($200,020.90), and subject to the terms and conditions imposed by NJDOL on the Adult Literacy Innovations Initiative grant.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service and amount of the contract to the Passaic County Workforce Development Center and maintain a copy of this Resolution on file and available for public inspection in the Office of the Clerk to the Board.
LET IT BE FURHER RESOLVED, that the Clerk to the Board, County Counsel, Purchasing Agent, Director of the Department of Human Services, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
