RESOLUTION AUTHORIZING THE ACCEPTANCE AND EXECUTION OF A GRANT AGREEMENT BETWEEN THE COUNTY AND UNITED STATES DEPARTMENT OF INTERIOR FOR THE OUTDOOR RECREATION LEGACY PARTNERSHIP GRANT PROGRAM, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the United States Department of Interior (hereafter “DOI”) is distributing $150 million to local communities through the Outdoor Recreation Legacy Partnership Grant program (hereafter “Grant Program”) that enables urban communities to create new outdoor recreation spaces, reinvigorate existing parks, and form connections between people and the outdoors in economically underserved communities; and
WHEREAS, the County, in partnership with the City of Passaic and Trust for Public Land, are renovating North Pulaski Park in the City of Passaic, as part of the Dundee Island Phase II Improvement Project (hereafter “Project), to renovate and enhance a public neighborhood park with various amenities; and
WHEREAS, on August 10, 2021, the Board adopted Resolution R2021-0778 which authorized applying for a grant in the amount of three million three hundred forty-nine thousand three hundred sixty-eight dollars and seventy-nine cents ($3,349,368.79), from the DOI Grant Program for renovations to the North Pulaski Park in the City of Passaic; and
WHEREAS, the County has been notified that these funds have been awarded to the County and it is now necessary to accept the funding and allocate appropriate matching funds in the amount of three million three hundred forty-nine thousand three hundred sixty-eight dollars and seventy-nine cents ($3,349,368.79) to fund the construction of the Project; and
WHEREAS, the County Engineer is seeking authorization to accept the DOI Outdoor Recreation Legacy Partnership Grant in the amount of three million three hundred forty-nine thousand three hundred sixty-eight dollars and seventy-nine cents ($3,349,368.79), and execute the grant agreement between the County and DOI; and
WHEREAS, this matter was discussed at the January 29, 2025 meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, that the Board of County Commissioners of the County of Passaic authorizes the County Engineer accept and execute the DOI Outdoor Recreation Legacy Partnership Grant in the amount of three million three hundred forty-nine thousand three hundred sixty-eight dollars and seventy-nine cents ($3,349,368.79).
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, Chief Financial Officer, County Counsel, County Engineer, and Director of the Board are authorized to take any other steps necessary to carry out the purpose of this resolution.
