RESOLUTION AMENDING RESOLUTION NO. R-25-0972 DATED OCTOBER 14, 2025, AUTHORIZING THE PASSAIC COUNTY PROSECUTOR’S OFFICE TO APPLY FOR AND ACCEPT FUNDING FROM FFY24 VICTIMS OF CRIME ACT (VOCA) GRANT PROGRAM, PURSUANT TO N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (hereinafter the “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioner of the County of Passaic (hereinafter the “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, on October 14, 2025, the Board passed Resolution No. R-25-0972, authorizing the Passaic County Prosecutor’s Office to apply for and accept funds in the amount of one hundred seventy-five thousand five hundred twenty-five dollars ($175,525.00) from the FFY24 Victims of Crimes Act (VOCA) Grant Program (Subaward Number V-16-24) Sexual Assault Response Team/Forensic Nurse Examiner Program, which is administered by the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety for the period October 1, 2025, through September 30, 2026; and
WHEREAS, as part of the above-described resolution, the County authorized the provision an in-kind salary/fringe match in the amount of two hundred thirty-eight thousand three hundred ninety-eight dollars ($238,398.00) for a total project amount of four hundred thirteen thousand nine hundred twenty-three dollars ($413,923.00); and
WHEREAS, the Passaic County Prosecutor’s Office has been informed that due to new policies and procedures implemented by the grant administrator, the above-described grant has been revised; and
WHEREAS, the Passaic County Prosecutor’s Office is seeking approval to apply for and accept funds in the amount of one hundred sixty-nine thousand nine hundred fifty-three dollars ($169,953.00) from the FFY24 Victims of Crimes Act (VOCA) Grant Program (Subaward Number V-16-24) Sexual Assault Response Team/Forensic Nurse Examiner Program, which is administered by the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety for the period October 1, 2025, through September 30, 2026; and
WHEREAS, the County will provide an in-kind salary/fringe match in the amount of one hundred twenty-eight thousand three hundred seventy dollars ($128,370.00), for a total project amount of two hundred ninety-eight thousand three hundred twenty-three dollars ($298,323.00); and
WHEREAS, the VOCA Grant is used to fund the Sexual Assault Response Team personnel and equipment that is administered by the Passaic County Prosecutor’s Office; and
WHEREAS, this matter was discussed on August 5, 2026, by the Law and Public Safety Committee meeting and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, that the Board of County Commissioners of the County of Passaic hereby authorizes the amendment of Resolution No. R-25-0972 dated October 14, 2025, in order to authorize the Passaic County Prosecutor’s Office to apply for and accept funds in the revised amount of one hundred sixty-nine thousand nine hundred fifty-three dollars ($169,953.00) from the FFY24 Victims of Crimes Act (VOCA) Grant Program (Subaward Number V-16-24) Sexual Assault Response Team/Forensic Nurse Examiner Program, which is administered by the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety for the period October 1, 2025, through September 30, 2026.
LET IT BE FURTHER RESOLVED, that as part of the revised grant, the County will provide an in-kind salary/fringe match in the amount of one hundred twenty-eight thousand three hundred seventy dollars ($128,370.00), for a total project amount of two hundred ninety-eight thousand three hundred twenty-three dollars ($298,323.00).
LET IT BE FURTHER RESOLVED, that the Passaic County Prosecutor’s Office shall use the funds received for the purposes described in the application submitted for same.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, County Administrator, Prosecutor, and Director of the Board of County Commissioners are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
