RESOLUTION EXERCISING THE FIRST ONE-YEAR OPTION TO RENEW CONTRACTS UNDER RFP-26-018 WITH PROVIDERS OF YOUTH TASK FORCE SERVICES AND CHEMICAL DEPENDENCY ASSOCIATE WORKFORCE DEVELOPMENT PROGRAM SERVICES, PURSUANT TO N.J.S.A. 40A:11-4.1, ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, N.J.S.A. 40A:11-4.1(b)(2) specifically authorizes the County to utilize competitive contracting to procure services related to the operation, management or administration of social service programs, including the programs described in this Resolution; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution R20181075, dated December 27, 2018, authorizing the Department to initiate the RFP process to procure services related to addiction services; and
WHEREAS, on March 26, 2026, the Purchasing Agent issued RFP-26-018, Addictions Innovations Grant Administered by The County Department of Human Services (“RFP-26-018”), responses to which were unsealed on April 15, 2026; and
WHEREAS, on May 12, 2026, the Board approved Resolution No. R-26-0393, authorizing the following contract awards under RFP-26-018 to Partners in Prevention, Inc. for Youth Task Force services, and to New Jersey Prevention Network, Inc. for Chemical Dependency Associate Workforce Development Program services, each for a five-month term from May 1, 2026, to September 30, 2026, with the County retaining four (4) one-year options to renew; and
WHEREAS, the Director of the Department is recommending that the County exercise the first one-year option to renew the above-described contracts, each for a term from October 1, 2026, to September 30, 2027, as follows:

WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the contracted providers all executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that they are not involved in prohibited activities in Russia and Belarus, and the County confirmed that said providers are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account No. G-01-41-736-026-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent County budget(s), which is attached hereto and made part of this Resolution; and
WHEREAS, this matter was discussed at the September 9, 2026, Health and Human Service Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic exercises the first one-year option to renew the County’s contracts under RFP-26-018 with the providers listed below, each for a term from October 1, 2026, to September 30, 2027, all in accordance with RFP-26-018 and the providers’ responses thereto:

LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Purchasing Agent, Director of the Department, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
