RESOLUTION AUTHORIZING THE DEPARTMENT OF SENIOR SERVICES, TO APPLY FOR AND ACCEPT THE PERSONAL ASSISTANT SERVICES PROGRAM (PASP) GRANT 27PASS TO PROVIDE INTAKE, SUPPORT, AND GRANT MANAGEMENT FOR PASSAIC COUNTY INDIVIDUALS ENROLLED IN PASP, PURSUANT TO N.J.S.A. 40:20-1, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the County, through its Department of Senior Services (hereafter “Department”), provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County and operates the Meals on Wheels Program, delivering meals to qualified homebound senior citizens throughout Passaic County; and
WHEREAS, in a letter dated April 23, 2026 (copy attached hereto), the State of New Jersey, Department of Human Services, Division of Disability Services, informed the County that it was eligible to apply for and accept the Personal Assistant Services Program (hereafter “PASP”) Grant 27PASS in the amount of twenty-eight thousand three hundred fourteen and 00/100 ($28,314.00) dollars for the term beginning July 1, 2026 through June 30, 2027; and
WHEREAS, the Grant is available to the Department to provide intake and support as well as grant management for Passaic County individuals enrolled in PASP; and
WHEREAS, the Grant is annually renewable from the New Jersey Department of Human Services, Division of Disability Services and is overseen by the Department of Senior Services; and
WHEREAS, a monetary match is not required to accept these funds; and
WHEREAS, the grant period is July 1, 2026, to June 30, 2027; and
WHEREAS, this matter was discussed at the May 13, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, et seq., the Board of County Commissioners of the County of Passaic hereby authorizes the Department of Human Services, Division of Senior Services to apply for and accept grant funding to provide intake, support, and grant management for Passaic County individuals enrolled in PASP issued by the New Jersey Department of Human Services, Division of Disability Services, in the amount of twenty-eight thousand three hundred fourteen and 00/100 ($28,314.00) dollars with a grant period beginning on July 1, 2026 and ending June 30, 2027; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department of Senior Services are authorized to take any other steps necessary to carry out the purpose of this Resolution.
