RESOLUTION AUTHORIZING THE DEPARTMENT OF SENIOR SERVICES, PARA
TRANSIT DIVISION, TO APPLY FOR AND ACCEPT A GRANT FROM NEW JERSEY TRANSIT FOR THE DEVELOPMENT OF A COORDINATED HUMAN SERVICES TRANSPORTATION PLAN, PURSUANT TO N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the County, through its Department of Senior Services (hereafter “Department”), operates the Division of Para-Transit for the County’s senior citizens and disabled residents in need of non-emergency transportation to medical appointments, shopping centers, county-run nutrition and adult day care sites, and for the disabled residents to attend group work programs; and
WHEREAS, the Executive Director of the Department is requesting authorization to apply for and accept a grant from New Jersey Transit for the development of a Coordinated Human Services Transportation Plan (CHSTP); and
WHEREAS, this funding will help offset the cost of developing Passaic County’s CHSTP and be applied to third party consultant services for the development of the plan, which will be slated for finalization and submission in 2027 according to the guidelines of the Notice of Funding Availability (NOFA); and
WHEREAS, there is a 20% local match required to accept this grant; and
WHEREAS, funds are available in Account No. G-01-41-803-026-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s); and
WHEREAS, this matter was discussed at the March 11, 2026, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the Department of Senior Services, Division of Para-Transit, to apply for and accept a grant from New Jersey Transit for the development of a CHSTP, which will be slated for finalization and submission in 2027 according to the guidelines of the NOFA; and
LET IT BE FURTHER RESOLVED, that the Director of the Board, the Clerk of the Board, the County Counsel, and the Director of the Department of Senior Services are hereby authorized to take the necessary actions to carry out the purpose of this Resolution.
