RESOLUTION THE ACCEPTANCE OF ADDITIONAL GRANT FUNDS FROM THE NEW JERSEY ASSOCIATION OF COUNTY AND CITY HEALTH OFFICIALS THROUGH THE ENHANCING LOCAL PUBLIC HEALTH INFRASTRUCTURE GRANT PROGRAM, APPLIED FOR AND ACCEPTED ON BEHALF OF THE TOWNSHIP OF WEST MILFORD, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Health Services (“Department”) is responsible for protecting and promoting the health of approximately 525,000 residents from 16 Municipalities in the County; and
WHEREAS, on October 8, 2019, the Board passed Resolution No. R20190924, authorizing a Shared Services Agreement by and between the County and the Township of West Milford for public health services, whereby the County agreed to provide public health services to West Milford; and
WHEREAS, given that the County provides public health services to West Milford, it is eligible to apply for and accept grants on behalf of West Milford; and
WHEREAS, the New Jersey Association of County and City Health Officials (“NJACCHO”) is in charge of administering the Enhancing Local Public Health Infrastructure grant program, which includes $75 million in grant funding from the New Jersey Department of Health to support sub-awards to local health departments across the state of New Jersey; and
WHEREAS, on February 14, 2023, the Board passed Resolution No. R-23-0104, authorizing the Department to apply for and accept a grant award from the New Jersey Association of County and City Health Officials (“NJACCHO”) through the Enhancing Local Public Infrastructure grant program on behalf of West Milford, in the amount of one hundred twenty-five thousand five hundred seventy-two dollars ($125,572.00) for the period beginning on October 1, 2022 and expiring on June 30, 2023; and
WHEREAS, on September 24, 2024, the Board passed Resolution No. R-23-0104, authorizing the acceptance of additional grant funds from NJACCHO through the Enhancing Local Public Infrastructure grant program on behalf of West Milford, in the amount of one hundred twenty-six thousand three hundred twenty-seven dollars ($126,327.00), resulting in a new total grant award in the amount of two hundred fifty-one thousand eight hundred ninety-nine dollars ($251,899.00), to be expended by June 30, 2025; and
WHEREAS, on March 2, 2026, the Department received a letter from NJACCHO, attached hereto and made part of this Resolution, advising of the availability of additional grant funds through the Enhancing Local Public Infrastructure grant program for West Milford, in the amount of eighteen thousand eight hundred and seventy-five dollars ($18,875.00), resulting in a new total grant award in the amount of two hundred seventy thousand seven hundred seventy-four dollars ($270,774.00), to be expended by an extended deadline of July 31, 2026, which the Department is recommending to the Board for approval; and
WHEREAS, there is no dollar match required to accept this award; and
WHEREAS, this matter was discussed at the March 11, 2026, Health & Human Services Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic authorizes the acceptance of additional grant funding on behalf of the Township of West Milford from the New Jersey Association of County and City Health Officials through the Enhancing Local Public Health Infrastructure Grant Award Program, in the amount of eighteen thousand eight hundred and seventy-five dollars ($18,875.00), resulting in a new total grant award in the amount of two hundred seventy thousand seven hundred seventy-four dollars ($270,774.00), to be expended by the extended deadline of July 31, 2026.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Director of the Department/Health Officer, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
