RESOLUTION AUTHORIZING A PUBLIC HEARING FOR THE ADVERTISEMENT AND SOLICITATION OF PRE-QUALIFICATION OF BIDS FOR THE LAMBERT CASTLE LANDSCAPE PHASE II RESTORATION PROJECT, PURSUANT TO N.J.S.A. 40A: 11-25.

WHEREAS, the County of Passaic (hereafter “County”) owns and maintains Lambert Castle, a historic site listed on the National and New Jersey Registers of Historic Places, constructed in 1892, and located within Garret Mountain Reservation in the City of Paterson; and
WHEREAS, in order to preserve and protect Lambert Castle for future generations of Passaic County residents, the Passaic County Board of County Commissioners (hereafter “Board”) desires to undertake the Lambert Castle Landscape Phase II Restoration Project (hereafter “Project”), which includes the restoration of the granite retaining wall, garden balcony, and walking paths surrounding the Castle; and
WHEREAS, pursuant to N.J.S.A. 40A:11-25, the County is authorized to establish reasonable regulations appropriate for controlling the qualifications of prospective bidders upon contracts to be awarded by the County, which may fix qualifications according to factors set forth therein, including the experience of the bidders in the contract being procured; and
WHEREAS, additionally, N.J.S.A. 40A:11-25 requires the County to hold a public hearing prior to the adoption of any such regulations for prequalifying bidders for the Project, and a public hearing pursuant to the conditions of N.J.S.A. 40A:11-25; and
WHEREAS, the Director of Cultural and Historic Affairs is seeking authorization to authorize a public hearing for the advertisement and solicitation of a pre-qualification of bids for the Project; and
WHEREAS, this matter was discussed at the September 9, 2026 meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-25, the Passaic County Board of County Commissioners hereby authorizes a public hearing to be held on October 27, 2026 at 5:30 PM at the Commissioners Boardroom, 401 Grand Street, Room 220 in the City of Paterson, for the advertisement and solicitation of a pre-qualification of bids for the Lambert Castle Landscape Phase II Restoration Project located in the City of Paterson.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of Cultural & Historic Affairs, and Purchasing Agent are authorized to take all action necessary to carry out the purposes of this Resolution.
