RESOLUTION AMENDING RESOLUTION NO. R-26-0270 TO ALLOCATE ADDITIONAL FUNDS FOR CAREER SERVICES UNDER RFP-22-018, PURSUANT TO N.J.S.A.40:20-1

WHEREAS, the County of Passaic (“County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, on July 15, 2025, the Board passed Resolution No. R-25-636, exercising the third option to renew a grant to the Passaic County Workforce Development Center (“Workforce Development Center”) under RFP-22-018 for career services, as well as the first option to renew a grant to the Workforce Development Center under RFP-24-031 for One Stop Career Center management; and
WHEREAS, the Board subsequently passed Resolution No. R-25-1017 on October 28, 2025, amending Resolution No. R-25-636 to allocate additional funds to the Workforce Development Center under RFP-22-018 and RFP-24-031; and
WHEREAS, the Board subsequently passed Resolution No. R-26-0049 on January 27, 2026, amending Resolution No. R-25-636, as previously amended, to allocate additional funds to the Workforce Development Center under RFP-22-018 and RFP-24-031; and
WHEREAS, the Director of the Department has advised it is necessary to allocate additional funds to the Workforce Development Center for career services under RFP-22-018 in an amount not to exceed one hundred forty-five thousand dollars ($145,000.00); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the Workforce Development Center executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying it is not involved in prohibited activities in Russia and Belarus, and the County confirmed that the Workforce Development Center is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account Nos. G-01-41-722-025-PE1 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s); and
WHEREAS, on April 14, 2026, the Board passed Resolution No. R-26-0270, amending Resolution No. R-25-636, as previously amended, to allocate additional funds to the Workforce Development Center for career services under RFP-22-018 in the amount of one hundred forty-five thousand dollars ($145,000.00); and
WHEREAS, the title of Resolution No. R-26-0270 erroneously indicated that the additional funds being allocated were from TANF and GA/SNAP, which the County wishes to clarify is not the case.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic hereby amends Resolution R-26-0270 to clarify that it amends Resolution No. R-25-636, as amended by Resolution Nos. R-25-722, R-25-1017, and R-26-0049, to allocate additional funds to the Workforce Development Center for career services under RFP-22-018 in the amount of one hundred forty-five thousand dollars ($145,000.00).
LET IT BE FURTHER RESOLVED, that all the other terms and conditions as set forth in Resolution No. 26-0270 and Resolution No. R-25-636, as amended by Resolution Nos. R-25-722, R-25-1017, and R-26-0049, shall remain in full force and effect; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and the Director of the Department of Human Services are hereby authorized to take the necessary actions to carry out the purpose of this Resolution.
