RESOLUTION AUTHORIZING A FOURTH NO COST TIME EXTENSION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FY 2018 WOODLAND PARK LIBRARY AMERICANS WITH DISABILITIES ACT COMPLIANT DOORS PROJECT UNTIL DECEMBER 31, 2025.

WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”) adopted Resolution R-2018-0536 on June 26, 2018, authorizing the submission of a Five (5) Year Consolidated Plan for the period of FY 2018-2022 to the US Department of Housing and Urban Development (hereafter “USHUD”) in compliance with the rules and regulations governing the Community Development Block Grant Program (hereafter “CDBG”); and
WHEREAS, the Board adopted the FY 2018 Annual Action Plan via Resolution R-2018-0536 on June 26, 2018; and
WHEREAS, the Board is cognizant of the conditions imposed by the USHUD and included a grant allocation in the FY 2018 Annual Action Plan to the Borough of Woodland Park (hereafter “Borough”) for $75,000.00 to implement the Woodland Park Library Americans with Disabilities Act (hereafter “ADA”) Compliant Doors Project; and
WHEREAS, the Board adopted Resolution R-2020-0542 dated June 30, 2020, to provide a FIRST no-cost-time extension of the CDBG FY 2018 Woodland Park Library ADA Compliant Doors Project until August 31, 2021; and
WHEREAS, the Board adopted Resolution R-2021-0770 dated August 10, 2021, to provide a SECOND no-cost-time extension of the CDBG FY 2018 Woodland Park Library ADA Compliant Doors Project until December 31, 2021; and
WHEREAS, the Board adopted resolution R-22-0707 dated July 19, 2022, to provide a THIRD no-cost time extension of the CDBG FY 2018 Woodland Park Library ADA Compliant Doors Project until December 31, 2023; and
WHEREAS, the Borough has notified the Division of Economic Development, see attached Council Resolution Number 24-084 adopted on March 6, 2024, that the Borough has been delayed in the implementation of the project due to a significant delay in the award of a NJ State matching grant for the project and in issuing the bid document and is requesting that the CDBG FY 2018 grant award be extended for the FOURTH time to December 31, 2025 to permit the Borough to complete the project; and
WHEREAS, this matter was discussed at the March 13, 2024, meeting of the County Commissioner Planning and Economic Development Committee and is being recommended to the Board for approval; and
WHEREAS, the Board considers this matter to be a benefit to the community and its residents.
NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of the County of Passaic that it hereby authorizes the fourth no-cost time extension of the Community Development Block Grant Program FY 2018 grant to the Borough of Woodland Park to December 31, 2025, as set forth above; and
LET IT BE FURTHER RESOLVED, that the County of Passaic Commissioner Director and Director of Economic Development are hereby authorized to act as the authorized representatives of the County to execute all necessary documents and certifications on behalf of the County of Passaic.
