RESOLUTION RATIFYING AND AUTHORIZING THE PURCHASE OF HOT MEAL SERVICE FROM OASIS, INC. - A HAVEN FOR WOMEN AND CHILDREN FOR CONGREGATE FOOD PROGRAMS ADMINISTERED BY THE DEPARTMENT OF HUMAN SERVICES, PURSUANT TO N.J.S.A. 40A:11-5(e).

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and

 

                     WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and

 

                     WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and

 

                     WHEREAS, pursuant to N.J.S.A. 40A:11-5(e), any contract may be negotiated and awarded by the Board without public advertising for bids and bidding thereof and shall be awarded by resolution of the Board if it is for the purchase of perishable foods as a subsistence supply; and

 

                     WHEREAS, the Director of the Department is recommending the purchase of hot meal service from Oasis, Inc., - A Haven for Women and Children as part of the congregate food program administered by the Department, for an amount not to exceed five thousand dollars ($5,000.00) during the period from October 1, 2026 to October 31, 2026, in accordance with the attached quote; and

 

WHEREAS, Oasis, Inc., - A Haven for Women and Children has submitted the County’s Business Entity Disclosure Certification for Non-Fair and Open Contracts pursuant to N.J.S.A. 19:44A-20.8, stating that they have not made and will not make any reportable contributions pursuant to N.J.S.A. 19:44A-1, et seq. that would bar award of this contract, which is attached hereto and made part of this resolution; and

 

WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., Oasis, Inc., - A Haven for Women and Children executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying it is not involved in prohibited activities in Russia and Belarus, and the County confirmed Oasis, Inc., - A Haven for Women and Children is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and

 

                     WHEREAS, funds are available in Account No. G-01-41-818-026-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent County budget(s), which is attached hereto and made part of this Resolution; and

 

                     WHEREAS, this matter was presented to the Health and Human Service Committee and is being recommended to the Board for approval.

 

                     NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5(e), the Board of County Commissioners of the County of Passaic authorizes the purchase of hot meal service from Oasis, Inc., - A Haven for Women and Children as part of the congregate food program administered by the Department, for an amount not to exceed five thousand dollars ($5,000.00) during the period from October 1, 2026 to October 31, 2026, in accordance with the attached quote.

 

                     LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Purchasing Agent, Director of the Department, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
