RESOLUTION AUTHORIZING A SHARED SERVICE AGREEMENT BETWEEN THE COUNTY OF PASSAIC AND THE BOROUGH OF WANAQUE TO PROVIDE NURSING SERVICES IN ADDITION TO PUBLIC HEALTH SERVICES TO THE BOROUGH, PURSUANT TO N.J.S.A. 40A:65-1, ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a body politic and corporate, pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Health Services (hereafter “Department”) is responsible for protecting and promoting the health of approximately 510,000 residents of the County; and
WHEREAS, the Uniform Shared Services and Consolidation Act N.J.S.A. 40A:65-1, et.seq., authorizes the County to enter into an agreement with any other local unit or units to provide or receive any service that each unit participating in the agreement is empowered to provide or receive within its own jurisdiction; and
WHEREAS, on December 27, 2018, the Board passed Resolution R20181064 authorizing a Shared Services Agreement between the County of Passaic and the Borough of Wanaque for public health services (hereafter “Agreement”), for a term commencing January 1, 2019, through December 31, 2023, with two (2) one-year options to renew; and
WHEREAS, pursuant to R20221125, dated December 13, 2022, the Board authorized an amendment to the Agreement to provide additional nursing services; and
WHEREAS, the Department has now requested a resolution authorizing a Shared Services Agreement by and between the County of Passaic and the Borough of Wanaque for the provision of health and nursing services for the period of January 1, 2024 to December 31, 2033, for the following rates: year (1) 2024 - $121,317.05; year (2) 2025 - $124,349.98; year (3) 2026 - $127,458.73; year (4) 2027- $130,645.20; year (5) 2028 - $133,911.33; year (6) 2029 - $137,259.11; year (7) 2030 - $140,690.59; year (8) 2031 - $144,207.85; year (9) 2032 - $147,813.05; year (10) 2033 - $151,508.37
WHEREAS, this matter was discussed at the February 6, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:65-1 et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes a Shared Services Agreement by and between the County if Passaic and the Borough of Wanaque for provisions of health and nursing services for the period of January 1, 2024, to December 31, 2033; and
LET IT BE FURTHER RESOLVED, that pursuant to N.J.S.A. 40A:65-(b) a copy of the Shared Services Agreement shall be filed, for information purposes, with the Division of Local Government Services; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel and Director of the Board are authorized to take other actions necessary to carry out the purpose of this Resolution.
