RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO JOHNSTON G.P., INC. D/B/A JOHNSTON COMMUNICATIONS TO SUPPLY AND INSTALL VARIOUS I.T./DATA/SECURITY IMPROVEMENTS AS PART OF THE 11 MARSHALL STREET REDEVELOPMENT - PHASE II PROJECT IN THE CITY OF PATERSON, PURSUANT TO N.J.S.A. 40A:11-10.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and

 

WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and

 

WHEREAS, pursuant to N.J.S.A. 40A:11-10, the governing bodies of two or more contracting units may provide by a joint agreement for the provision of the performance of goods and services to be used by their respective jurisdictions; and

 

WHEREAS, by virtue of Resolution R20170119, the County entered into the Bergen County Cooperative Contract Purchasing System # 11-BCCPS, which awarded a contract for Computer Equipment and Peripherals, Bid No. BC-BID-24-38, to multiple vendors, including Johnston G.P., Inc. d/b/a Johnston Communications; and

 

WHEREAS, Johnston G.P., Inc. d/b/a Johnston Communications provided a quote to the Passaic County Engineer, attached to and made part of this resolution, to supply and install TeleData low voltage wiring, Avaya Voice telephone system, and security equipment for the 11 Marshall Street Redevelopment - Phase II project in the City of Paterson, in the amount of three million nine hundred ninety thousand one hundred ninety-six dollars ($3,990,196.00), which is being recommended for approval by the Passaic County Engineer; and 

 

WHEREAS, funds are available in Account No. C-04-55-198-000-901, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2026 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and

 

                     WHEREAS, this matter was discussed at the August 26, 2026 meeting of the Public Works Committee and is being recommended to the Board for approval; and

 

                     NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, the Board of County Commissioners of the County of Passaic is authorizing an award of contract to Johnston G.P., Inc. d/b/a Johnston Communications to supply and install TeleData low voltage wiring, Avaya Voice telephone system, and security equipment for the 11 Marshall Street Redevelopment - Phase II project in the City of Paterson, in the amount of three million nine hundred ninety thousand one hundred ninety-six dollars ($3,990,196.00), as recommended by the Passaic County Engineer.

 

                     LET IT BE FURTHER RESOLVED, that the Director of the Board of County Commissioners, the Clerk to the Board, County Counsel, and Purchasing Agent are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
